Supervisor, Neighborhood Services

Position Title: Supervisor, Neighborhood Services (Job ID: 1510) – full-time position in the Planning & Development Services Department of the City of Overland Park. Summary Supervises the Neighborhood Services Section, oversees the Neighborhood Conservation Program and grants/assistance programs, including the Community Development Block Grant Program, and provides professional assistance to the Strategic Planning Manager. May also serve as acting Strategic Planning Manager in their absence. Responsibilities Supervises and directs the Neighborhood Services Section and performs the work of reporting staff when absent. Develops new and/or modifies existing policies and procedures as directed by the Strategic Planning Manager. Reviews current practices, recommends or modifies policies for efficiency, effectiveness, and compliance with laws and ordinances. Communicates policies and changes to staff, elected officials, other agencies, and the public. Builds relationships for positive, inclusive civic engagement. Cultivates awareness of issues affecting the community’s quality of life. Identifies emerging needs and resources to respond. Coordinates activity with staff within the department and with other City departments (City Manager, Law, Police, Parks Services, Public Works, Finance). Interacts extensively with residents, neighborhood leaders, community organizations, and Governing Body members. Identifies and collaborates with organizations demonstrating successful neighborhood programs. Maintains contacts with community leaders, governmental representatives, organizational leaders, and professionals in neighborhood preservation and development. Supervises and participates in preparation of reports, statistical information, and special projects. Communicates operating policy and guidelines to staff. Establishes time frames for project completion. Prepares and presents findings in writing or orally to requesting parties. Oversees preparation of plans and administers budgets for grants/assistance programs, including the CDBG Program. Develops and implements short- and long-term goals and objectives. Monitors changing laws and practices. Coordinates purchase of materials, equipment, and supplies. Supervises grants programs, CDBG and Neighborhood Conservation Programs. Supports and reviews program activities, oversees staff liaisons to the CDBG Citizen Advisory Committee and Neighborhood Executive Committee. Performs special projects, planning processes, and studies as directed. Participates in emergency management operations as requested. Carries out additional duties as assigned. Job Requirements Minimum of five years job-related experience, including two years of supervisory experience. Bachelor’s degree in planning, community development, management, public administration, political science, or a related field; master’s degree preferred. Successful completion of a background check, drug screening, physical exam, and essential functions test. Legal eligibility to work in the United States. Qualifications Analytical and problem-solving skills. Attention to detail; basic math and accounting skills. Budget-related skills and grant administration and reporting experience. Computer software proficiency (desktop publishing, presentation, and word-processing). Facilitation, leadership, supervisory, and personnel relations skills. Excellent oral and written communication; strong listening. Knowledge of public sector administration. Time management and group presentation skills. Project management, mediation and negotiation skills. Event planning, proposal and grant writing abilities. Working Hours Normal work hours: 8:00 a.m.–5:00 p.m., Monday–Friday. Nights and weekend hours may be required as needed. Salary Grade H: $76,083.41 – $104,657.72. Benefits Full-time benefits package.
