Overview The City of Missouri City, proudly known as the "Show Me City," is seeking a qualified and dedicated Part‑Time Investigator to join the City's Police Department. This is a part‑time, non‑civil service position within the City of Missouri City’s Police Department. The investigator is responsible for conducting criminal investigations with a primary focus on gathering evidence, interviewing victims and witnesses, and preparing comprehensive, legally sound cases for successful prosecution or resolution. The investigator may be assigned to property crimes, crimes against persons, or narcotics investigations. Responsibilities Assists and supports Police Officers in the Criminal Investigation Division with investigations in the areas of property, person, or narcotics cases, and other areas as assigned. Prepares clear, concise, and comprehensive investigative reports suitable for prosecution. Presents findings effectively in court proceedings, hearings, and meetings with prosecutors. Utilizes law‑enforcement technology, databases, records‑management systems, and investigative software. Communicates effectively both verbally and in writing with diverse individuals and agencies. Establishes and maintains productive working relationships with law‑enforcement personnel, prosecutors, forensic specialists, and the public. Manages multiple investigations simultaneously while maintaining attention to detail and meeting deadlines. Conducts independent criminal investigations while exercising sound judgment and discretion. Analyzes complex information, identifies relevant facts, and develops appropriate investigative strategies. Maintains confidentiality of sensitive law‑enforcement information and evidence. Prepares legally sufficient case files that support successful prosecution. Interprets and applies applicable federal, state, and local laws, departmental policies, and investigative procedures. Testifies effectively and professionally in court regarding investigative findings and evidence. Works collaboratively with law‑enforcement agencies, medical examiners, forensic laboratories, prosecutors, and other criminal‑justice partners. Safely handles physical evidence, digital evidence, contraband, and potentially hazardous materials in accordance with established protocols. Remains calm and makes sound decisions under stress, sensitivity, or rapidly changing circumstances. Exercises integrity, professionalism, and impartiality in all aspects of investigations and interactions with the public. Works flexible hours, including evenings, weekends, holidays, or extended hours, as investigative needs require. Operates a motor vehicle safely and maintains a valid Texas driver’s license (if required by assignment). Reviews assigned case reports and determines the most effective course of action for a thorough investigation. Locates and interviews victims and witnesses; takes, records, and verifies written statements. Identifies, secures, and protects evidence at crime scenes; seizes stolen property or contraband. Acts as a liaison between city law‑enforcement, medical examiners, and forensic specialists. Assists the Criminal Investigation Division by responding to telephone calls and correspondence, and answering questions victims or residents may have concerning a particular case status. Prepares detailed written reports and presents completed investigations to the District Attorney’s office for legal prosecution. Testifies in court or at hearings regarding case records and investigative activities. Qualifications High School Diploma or GED. At least 10+ years of relevant investigative experience. Must possess or be able to obtain TCOLE (Texas Commission on Law Enforcement) certification within 120 days. Knowledge Proficient in federal, state of Texas, and local criminal laws, codes, ordinances, and investigative procedures. Texas Rules of Criminal Procedure, Rules of Evidence, and applicable civil statutes. Criminal investigation principles, methods, and techniques, including crime‑scene processing and evidence collection. Evidence preservation, chain of custody requirements, and courtroom admissibility standards. Interview and interrogation techniques for victims, witnesses, and suspects. Report writing standards, case documentation, and records‑management practices. Law‑enforcement databases, records‑management systems, and investigative software. Forensic procedures and the role of crime laboratories, medical examiners, and other criminal‑justice partners. Policies, procedures, and ethical standards governing law‑enforcement operations. Occupational safety practices related to handling physical evidence, hazardous materials, and digital evidence. Skills & Abilities Conducting thorough and objective criminal investigations. Interviewing victims, witnesses, suspects, and other involved parties while obtaining accurate and reliable information. Collecting, documenting, preserving, and managing physical and digital evidence. Analyzing facts, evaluating evidence, and identifying investigative leads. Preparing clear, concise, and comprehensive investigative reports suitable for prosecution. Presenting findings effectively in court proceedings, hearings, and meetings with prosecutors.
