About the Role Join the Texas Health and Human Services Commission (HHSC) as an Investigator III within the Incident Management department at the Richmond State Supported Living Center. This role supports the mission of helping individuals with intellectual and developmental disabilities achieve wellness and independence by investigating Abuse, Neglect, and Exploitation (ANE) incidents and related injuries. Responsibilities Conduct field investigations of ANE and injuries involving residents, collecting evidence, interviewing witnesses, and reviewing video surveillance. Prepare comprehensive preliminary investigations to identify protection needs and ensure reporting guidelines are followed. Follow up on external cases through HHSC Provider Investigations (HHSCPI) and the Office of Inspector General (OIG), ensuring documentation meets required guidelines. Collaborate with Campus Administrators to maintain incident flow during non‑business hours and ensure compliance with ICF and Settlement Agreement requirements. Verify, maintain, and present evidence and data for investigations, including writing and reviewing investigative reports. Present testimony and evidence at administrative hearings or court proceedings. Participate in Root Cause Analysis meetings, crime incident committees, and other assigned incident‑management teams. Track injury reports, conduct data entry for unusual incidents, and follow up on recommendations. Provide technical assistance and administrative support to advance State Operated Facilities missions and to support the critical incident team after normal business hours. Work under supervision, exercising independent judgment and initiative, and be “on call” for emergency investigations on a rotating basis. Qualifications Graduation from an accredited high school or GED. Preferably a four‑year college or university degree with coursework in criminal justice or a related field. Experience planning, coordinating, leading, or conducting investigations, or experience in quality‑assurance reviews. Strong investigative skills and knowledge of state and federal laws governing ANE and residential care. Ability to work collaboratively with external agencies (HHSC, law enforcement, HHSC‑PI). Excellent written and verbal communication skills, including the ability to prepare concise executive‑level reports and testify in hearings. Proficient with Word, Excel, Outlook, and related software. Knowledge, Skills and Abilities (KSAs) Knowledge of state and federal laws, ICF‑IID rules, and regulatory requirements for State Supported Living Centers. Knowledge of investigative principles, techniques, and procedures. Skill in interviewing, negotiation, and searching records. Skill in formulating comprehensive investigative reports. Critical thinking, problem‑solving, and research abilities. Effective oral and written communication; capable of testifying and presenting evidence. Ability to manage emotions and collaborate with other investigators. Ability to train and coach new investigators. Requirements Pass a fingerprint criminal background check, pre‑employment drug screen, and registry checks including CANRS, Nurse Aide, Medication Aide, Employee Misconduct, and LEIE. Male applicants aged 18–25 must register with Selective Service. Random drug testing for all State Supported Living Center employees. Willingness to work overtime, extended hours, weekends, and holidays, and to be on call for emergency investigations. Eligibility to work in Texas; must be at least 18 years of age. Compensation and Benefits Salary Range: $3,793.41 – $5,921.25 per month (paid monthly). Work Environment Day shift with potential for rotating schedules. No telework eligibility. Travel up to 5%.
