Tria Federal is seeking a Performance Management/Metric Analyst III / Senior Data Migration Specialist (LIMDU/DES) II to serve as a senior analytics and data-modernization lead supporting BUMED N10D Force Medical Readiness. This combined role will lead performance-measurement strategy while providing technical expertise for legacy readiness-system data migration, consolidation, and decommissioning. The position will connect source data, business rules, migration requirements, analytics, and decision-support products to improve visibility and sustainment across Limited Duty (LIMDU), Disability Evaluation System (DES), Medical Evaluation Board, and related readiness programs. Hybrid position: approximately 10% on-site / 90% remote Active Secret Clearance required Opportunity is contingent upon contract award Job Description/Responsibilities Lead development of enterprise readiness-performance methodology and analytic standards. Establish and govern KPIs, baselines, benchmarks, thresholds, and reporting cadence. Conduct and review complex trend, workload, queue-aging, cycle-time, variance, exception, and root-cause analyses. Guide dashboard strategy and performance-review processes. Advise N10D leadership on readiness trends, risks, bottlenecks, and measures of effectiveness. Mentor junior and intermediate analysts and review analytic products for quality and consistency. Provide technical expertise for legacy LIMDU/DES and readiness-system migration and decommissioning. Inventory source systems, datasets, interfaces, dependencies, and business rules. Extract, format, transform, map, reconcile, and validate data from disparate legacy sources. Define source-to-target mapping, validation criteria, migration sequencing, and data-quality controls. Identify migration risks, dependencies, technical constraints, and mitigation strategies. Develop technical documentation supporting Government migration plans and decommissioning roadmaps. Support consolidation of readiness information into approved Government environments. Coordinate migration activities with Government data owners, analysts, system stakeholders, and technical personnel. Validate migrated data to ensure accuracy, completeness, traceability, and continuity of reporting. Support transition of legacy readiness functions to Government-approved cloud or successor environments. Ensure analytics remain operationally useful throughout migration and decommissioning activities. Minimum Qualifications Master's degree required. 12+ years of relevant experience in analytics, performance management, data engineering, system modernization, data migration, healthcare operations, or related fields. Extensive experience developing and governing KPIs and enterprise performance frameworks. Demonstrated experience advising senior leaders using quantitative and qualitative analysis. Demonstrated experience with legacy-system data migration or decommissioning. Experience extracting, transforming, mapping, reconciling, and validating data from disparate systems. Experience developing migration plans, technical roadmaps, or system-transition documentation. Strong knowledge of data-quality, governance, and validation methodologies. Requirements Active Secret Clearance required. U.S. citizenship. Ability to obtain and maintain a CAC and required Government system access. Ability to safeguard Controlled Unclassified Information, Personally Identifiable Information, and Protected Health Information as applicable. Strong executive communication, technical-writing, and leadership skills. Preferred Experience and Background LIMDU, DES, Medical Evaluation Board, or Navy Medicine readiness experience. Military Health System analytics or data-modernization experience. SQL, ETL, database migration, data mapping, data warehousing, or cloud-migration experience. Experience with Power BI, Tableau, SAS, MHS GENESIS, MDR/M2, or comparable Government data environments. Familiarity with Department of Defense data governance, cloud migration, and system-decommissioning practices. Experience leading multidisciplinary analytics or modernization teams. Why Tria?
