Business Analyst

The Business Analyst will lead and conduct comprehensive business analysis activities across various project phases, collaborating with public health units, government ministries, and technical teams. This role involves assessing business needs, documenting requirements, facilitating stakeholder engagement, and supporting IT and business transformation initiatives aligned with public sector methodologies and standards. Responsibilities:

• Lead business analysis efforts at varying levels of detail with stakeholders including public health units and government agencies.
• Develop and maintain business relationships and provide ongoing I&IT advice for business improvements and development.
• Prepare and advise on business analysis policies, processes, best practices, and standards.
• Conduct business analysis throughout all project life cycle phases including requirements gathering, business modeling, gap analysis, and impact assessment.
• Document business requirements to enable technology solution development and liaise with development, QA, and vendor teams.
• Support data migration activities from legacy to new provincial systems.
• Apply business process re-engineering to promote cost-effective service delivery improvements.
• Lead subject matter expert and stakeholder working groups to assess business problems, defects, and enhancements.
• Develop and maintain user documentation and training materials related to public health initiatives.
• Prepare business cases, cost-benefit analyses, and feasibility studies for I&IT initiatives.
• Monitor project progress, resolve issues, and report to management and decision makers.
• Develop performance measures for business analysis evaluation and conduct follow-up.

• 10+ years of experience leading and conducting detailed business analysis and documenting requirements for technology solutions.
• Strong system analysis and system design skills.
• Experience with public sector healthcare projects and knowledge of Ministry policies and IT project approval processes.
• Proficiency in business modeling techniques including use case, data, process, and flow modeling.
• Experience with public sector project management methodologies such as PMI and Unified I&IT Project Methodology.
• Excellent communication skills to translate business requirements to technical teams and engage diverse stakeholders.
• Proven data discovery and profiling capabilities, analyzing complex datasets for trends and quality issues.
• Strong leadership, interpersonal, facilitation, negotiation, and customer service skills.

• Experience with cloud-based technologies and Salesforce platform.
• Knowledge of Public Sector Enterprise Architecture and related documentation standards.
• Experience with dispensed drug data and immunization data.
• Proficiency in MS Office and emerging IT trends and technologies.

• Onsite assignment requiring adherence to public sector standards and methodologies.
• Ability to manage strict deadlines and multi-task effectively in a dynamic environment.
• Must be flexible, detail-oriented, and able to work collaboratively in a team setting.

• Standard work schedule with onsite presence as required.
• May require coordination across multiple stakeholders and project phases with variable hours.
