Join a dynamic group of more than 200 professionals working on cutting edge energy policy as an Analyst II supporting our critical administrative functions. This job requires discretion, attention to detail, and analytical skills. The California Public Utilities Commission's Energy Division develops and administers energy policy and programs to serve the public interest including addressing the climate crisis, advising the Commission, and ensuring compliance with the Commission decisions, statutory mandates and records retention policies. The Energy Division works to provide objective and expert analyses that promote reliable, safe and environmentally sound energy services at the lowest reasonable rates for the people of California. The Budget and Tariffs Section supports the Energy Division and is critical to its success.
Under general direction of the Supervisor I, the incumbent will perform the more responsible, varied, and complex technical analytical staff services assignments such as program evaluation and planning; policy analysis and formulation; systems development; and continually provide consultative services to management, Engineers and Public Utilities Regulatory Analysts (PURAs) of the Energy Division (Division).
Duties must be performed at the highest degree of competence as there would be a high degree of impact on the division with the responsibilities listed below:
- Oversight of external vendor contract and managing the entire contract lifecycle to ensure compliance, performance, and value.
- Monitoring contract budget and invoicing and maintaining regular communication with vendor to mitigate risks.
- Website oversight and maintenance, providing, with assistance of vendor, technical maintenance, security, content auditing, performance tracking, and legal compliance.
- Review and analyze incoming Advice Letters for compliance with basic requirements of General Order (GO) 96-B. Process incoming Advice Letters, recording them into the Oracle database. Prepare and serve Disposition Advice Letters.
- Develop reports showing Advice Letters status as requested by the Energy Division Management.
- Complete all steps in the Resolution process from draft to finalization, ensuring all parties are served using the relevant service lists, taking charge of the approval process within the Commission for mailing the resolutions.
- Work with the Process Office to put Resolutions on the Commission agenda.

- Describe your experience managing projects requiring coordination with individuals across multiple organizations, prioritizing assignments, and meeting deadlines while maintaining cooperative and positive working relationships with others.
- Describe your experience maintaining accuracy in administrative functions, in particular in the fields of submitting reports and projects; your proficiency with Excel and Word applications, and your experience with contract oversight and website maintenance and oversight, if any.
- Describe your experience analyzing and interpreting laws, rules, and regulations and/or working in administrative areas including the areas of regulation and compliance matters.
