Minimum Education: Bachelor's degree in Facilities Management, Business Administration, Engineering, Construction Management, or a related field preferred or High School diploma or equivalent AND seven (7) years of job-related experience in facilities management, building operations, property management, maintenance or a related field OR any combination of education and experience which would provide the knowledge, skills and abilities to perform the job.

Minimum Experience: Eight (8) years of experience in facilities management, building operations, property management, maintenance, or a related field or related experience with four (4) years of lead or supervisory experience.

Minimum Certifications:

• Certified Facility Manager (CFM), Facility Management Professional (FMP), or similar professional certification.
• OSHA safety training or certification.
• Experience with building automation systems and energy-management programs.
• Experience managing capital improvement projects.
• Experience developing and managing operating and capital budgets.

Other Requirements:

• Previous experience in heavy equipment operation.
• Class A CDL.
• Must possess a valid Illinois Driver's License.

JOB SUMMARY:

The Facilities Manager is responsible for the overall administration, planning, budgeting, compliance, capital planning, contracting and performance oversight of City facilities. This role oversees maintenance activities, vendors and contractors, facility budgets, preventative maintenance programs, security, emergency preparedness, and facility improvement projects.

The position does not supersede or assume the duties and responsibilities assigned to bargaining-unit positions under the applicable collective bargaining agreement. Day-to-day direction, assignment, scheduling, and supervision of bargaining-unit maintenance employees remain with the designated Maintenance Supervisor, consistent with applicable labor agreements, policies, and procedures.

Not all duties may be assigned to each position. The allocation of duties for this position will be dependent upon the department/division assigned and qualification of assigned work/equipment.

ESSENTIAL DUTIES:

The following duties are essential for this position. However, they are not to be construed as exclusive or all-inclusive. To be successful in this position, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.

• Develop and maintain long-term facility management strategies, preventative maintenance plans, capital improvement plans and facility renewal programs.
• Establish facility standards, performance expectations and administrative procedures for the safe, efficient and reliable operation of City facilities.
• Monitor the condition and performance of buildings, mechanical systems, electrical systems, HVAC, plumbing, lighting, building controls and other facility infrastructure.
• Conduct or coordinate facility inspections to identify capital needs, safety concerns, infrastructure deficiencies and opportunities for operational improvements.
• Develop, prioritize and oversee facility improvement, renovation, construction and capital projects.
• Coordinate with the Maintenance Supervisor regarding maintenance needs, priorities, project requirements and facility-related operational concerns without assuming responsibility for the day-to-day direction of bargaining-unit employees.
• Establish preventative maintenance objectives and monitor program effectiveness through reports, work-order data, inspections and performance measures.
• Review maintenance activity reports and work-order information to identify recurring problems, deferred maintenance, equipment failures and long-term facility needs.
• Coordinate with the Maintenance Supervisor to ensure facility maintenance requirements and priorities are communicated and addressed in accordance with applicable labor agreements and established procedures.
• Manage relationships with outside contractors, engineers, architects, consultants, vendors, utility providers, landlords and other service providers.
• Ensure facilities are operated in compliance with applicable building codes, OSHA requirements, fire and life-safety regulations, environmental regulations, accessibility requirements, permits and other applicable laws and standards.
• Coordinate required inspections, permits, licenses, certifications, testing and regulatory documentation.
• Develop and maintain facility emergency response, disaster preparedness, business continuity and recovery plans.
• Coordinate facility-related emergency response with appropriate City departments, emergency services, contractors and the Maintenance Supervisor.
• Maintain accurate records of facility assets, equipment, warranties, inspections, permits, contracts, maintenance history, and capital improvements.
• Develop and maintain an accurate inventory of major facility equipment, assets, and infrastructure.
• Prepare reports and recommendations for management regarding facility conditions, maintenance trends, operating costs, capital needs, projects, compliance and long-term planning.
• Promote safe, efficient, sustainable, and professional facilities that support the City's operational and service-delivery needs.
• Perform other related duties consistent with the position's responsibility for facility management, administration, planning, budgeting, compliance, contracts and capital projects.
