Senior Policy Analyst

The Legislative Counsel Bureau (LCB) is seeking a diverse pool of qualified applicants for the position of Senior Policy Analyst within the Research Division. The LCB is a nonpartisan, legislative service agency that provides professional, technical and administrative support to the Nevada Legislature, which convenes biennially in odd-numbered years for 120-day sessions and for rare special sessions during the interim periods. The Research Division provides high quality policy analysis, research support and other assistance to the Nevada Legislature, individual Legislators, legislative committees and constituents. This is a full-time position located in Carson City, Nevada.

Position Description: Under the direction and supervision of the Senior Principal Policy Analyst, the Senior Policy Analyst will provide Legislators and legislative committees both in-depth policy analysis and timely, responsive research across a broad spectrum of public policy subjects. Responsibilities of the Senior Policy Analyst may include, without limitation:

• Assisting committee chairs with preparing meeting agendas, identifying speakers and presenters and managing meeting logistics;
• Presenting to legislative committees on topics of interest to the committee;
• Drafting speeches and testimony for hearings and bill presentations;
• Preparing in-depth research products including papers, reports, policy analyses and recommendations for action during work sessions of legislative committees;
• Conducting statistical analyses, preparing committee materials and legislation summaries and compiling other written products and research memoranda as needed;
• Responding to inquiries regarding Nevada's government, laws, constituent concerns, counterpart agencies, national associations and public officials in other states and at the federal level;
• Serving as a staff member or liaison to national organizations; and
• Performing other duties as assigned.

Minimum Qualifications: The Senior Policy Analyst will be selected with special preference given to the candidate's education, experience and demonstrated expertise in public policy development, analysis and research. A qualified candidate must have a master's degree or other advanced degree from an accredited college or university. At least two years of professional experience focused on the development, analysis or research of laws and public policy is preferred.

The ideal candidate will demonstrate:

• Exceptional writing and verbal communication skills, including the ability to convey complex information into clear, easily understandable terms for general audiences;
• Broad knowledge of academic, government and private research resources and formal research techniques;
• Proficiency with general computer applications to analyze information and produce deliverables quickly and accurately, including organizing and displaying graphs, illustrations, maps or statistical data;
• Strong project management and committee coordination skills;
• The ability to work effectively with a variety of individuals without personal bias;
• Capacity to produce significant, high-quality work products on a tight deadline and shifting priorities;
• Commitment to maintaining confidentiality and adapting to changes in the work environment; and
• Experience with public speaking and stakeholder engagement.

Salary: The annual salary for this position is based upon a Grade 42, which has a salary range of $87,570 to $131,711 under the employee/employer paid retirement option. An employer-paid contribution plan is also available with a reduced salary in lieu of an employee contribution. Actual starting salary will be based on experience.

Working Conditions: The work is performed in a typical office environment. Overtime is required during legislative sessions and certain other periods as necessary to meet the demands of the Legislature. When overtime is worked, the Senior Policy Analyst may earn compensatory time that may be taken at a later date or be paid for overtime, consistent with the LCB Rules and Policies and subject to budgetary limits. Occasional travel may be required between Carson City and Las Vegas, Nevada. Such travel may be outside normal business hours.
