The Financial Coordinator administers and monitors Workforce Innovation and Opportunity Act (WIOA) Title I federal grant funds on behalf of Dyersburg State Community College as the Career Services Provider under contract with the Northwest Tennessee Workforce Board and the Tennessee Department of Labor and Workforce Development (TNDOL). The position is responsible for financial coordination of participant funding, invoicing, budget monitoring, compliance, financial reporting, record management, and coordination with the College Business Office. The Financial Coordinator ensures all participant expenditures comply with federal, state, Tennessee Board of Regents (TBR), institutional, and grant-specific regulations while maintaining accurate financial records, supporting audits, and safeguarding public funds.
DUTIES AND RESPONSIBILITIES:
Coordinate the distribution, tracking, and reconciliation of WIOA participant funding across multiple state grant budgets serving American Job Centers throughout Northwest Tennessee. Review, verify, and approve participant funding requests for compliance with WIOA, TNDOL, Local Workforce Board (Workforce Innovations, Inc), and institutional policies. Manage participant accounts and authorize funding within the Virtual One-Stop (VOS)/Jobs4TN system while maintaining supporting documentation. Prepare, reconcile, and submit monthly reimbursement invoices and financial reports in coordination with the College Business Office. Track expenditures across multiple budget lines, reconcile spreadsheets with Banner, VOS, vendor invoices, and accounting records, and investigate discrepancies. Administer the transportation assistance (gas card) program, including funding authorization, reconciliation, reporting, vendor coordination, and participant eligibility verification. Process invoices for Individual Training Accounts (ITAs), work experience wages, tuition, supportive services, incentives, and other participant expenditures. Maintain electronic and paper financial records in accordance with grant requirements and records retention policies. Develop and maintain financial procedures, forms, spreadsheets, manuals, and guidance documents for Workforce Services staff. Monitor grant cash balances, spending trends, and budget utilization; identify potential overages and recommend corrective action Coordinate with vendors, educational institutions, employers, auditors, Business Office, Human Resources, Payroll, and Workforce Board staff regarding financial matters. Assist with grant monitoring, internal and external audits, Requests for Proposals (RFPs), compliance reviews, and financial documentation. Prepare statistical, financial, and management reports using Banner, VOS, Excel, Word, and other software applications. Research and resolve complex financial, billing, vendor, and participant account issues. Perform related duties as assigned.WORKING CONDITIONS:
Work is performed in an office environment with frequent computer use, extended periods of concentration, and occasional travel to American Job Centers, training providers, meetings, conferences, and other college or Workforce Services activities. Occasional evening and weekend work may be required.REQUIRED QUALIFICATIONS:
Knowledge of governmental accounting, grant administration, accounts receivable, and financial reconciliation Knowledge of WIOA, TNDOL, TBR, federal and state grant compliance requirements, or ability to acquire such knowledge Strong analytical, organizational, and problem-solving skills with exceptional attention to detail Ability to interpret regulations, monitor compliance, and maintain confidential financial information Advanced proficiency with Microsoft Excel, Word, databases, and financial management systems (Banner, VOS/Jobs4TN preferred) Excellent written, verbal, customer service, and interpersonal communication skills Ability to manage multiple priorities and meet strict reporting deadlines Reliable transportationMINIMUM REQUIREMENTS OF EDUCATION AND EXPERIENCE:
Bachelor’s degree in Business Administration, Accounting, Finance, or closely related field Three (3) to five (5) years of progressively responsible experience in accounting, grants management, financial coordination, workforce development, or a related field Experience working with federally funded programs, WIOA, or higher education financial operations preferredPREFERRED QUALIFICATIONS:
