Summary Statement This position oversees daily clinic operations to ensure the delivery of high-quality, patient-centered care. Provides leadership and guidance to clinical and administrative staff, promotes efficiency, and ensures compliance with policies and regulations. Manages budgets, supports grants and contracts, analyzes data to inform decision-making, and maintains accurate records. Through effective communication and strategic planning, creates an efficient clinic environment that meets patient needs and advances organizational goals. Essential Functions Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Manages clinic staff to ensure proper coverage for all services and adherence to service standards and policies. Provides direction to direct care and clerical support staff in the maintenance of client records to ensure compliance with state, federal laws and clinic policies. Conducts client, clinic and staff needs assessments and develops objectives, plans and evaluation techniques based on findings. Manages client flow, continuity of care and appropriate flow of client information throughout the treatment teams and with other service providers. Coordinates the design and development of surveys to determine problems and unmet health needs. Analysis survey information and makes recommendations. Monitors clinic operating expenses to ensure they are in conformance with the clinic budget. Assists in developing proposals for contractual services, operating agreements and public/private grants. Prepares a variety of reports and maintains records on clinic operations/activities. Job Requirements Applicants must have education, training and/or experience demonstrating competence in each of the following areas: Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation. Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation. Six months experience in developing policies and procedures. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others. Knowledge of budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
