About the Role:

The Principal Project Manager serves as a strategic leader within the Project Management Office (PMO), providing leadership and subject matter expertise in project and portfolio management, PMO process development, and business analytics. This role partners with PMO, operational, financial, and executive leadership to strengthen project delivery, improve portfolio visibility, and develop scalable processes, standards, and analytical capabilities that support organizational growth and operational excellence.

The Principal Project Manager leverages project, financial, operational, and resource data to identify trends, anticipate risks and constraints, evaluate business performance, and translate complex information into actionable insights for leadership. In addition to leading or supporting strategic projects and initiatives, this position drives continuous improvement across the PMO, provides guidance and mentorship to project management personnel, and helps establish the governance, tools, processes, and performance measures necessary to enable informed decision-making and consistent project execution across the organization.

What You Will Be Doing:

PMO Process Development & Governance

• Provide strategic leadership in the development, implementation, and continuous improvement of project management processes, standards, tools, and governance practices across the organization.
• Evaluate existing PMO processes, project performance, and business data to identify root causes of performance gaps and opportunities for operational and process improvement.
• Partner with PMO, operational, financial, and executive leadership to align project management practices with organizational objectives, business strategy, and client expectations.
• Establish and promote standardized methodologies for project execution, data collection, governance, performance measurement, and reporting to improve consistency and reliability across the organization.
• Support the development and improvement of project initiation, project setup, change management, documentation, configuration control, and project closeout processes.
• Partner with Accounting, Project Controls, Operations, and project leadership to strengthen financial management practices, including project forecasting, invoicing, cost management, and financial reporting.
• Identify opportunities to simplify, standardize, and automate PMO processes and reporting to improve efficiency, scalability, and data quality.
• Support the development and implementation of PMO tools and systems that enhance project execution, portfolio visibility, and organizational decision-making.

Portfolio Management & Business Analytics

• Lead the development and evolution of PMO business analytics, portfolio reporting, and performance measurement capabilities to support executive and operational decision-making.
• Establish and maintain key performance indicators (KPIs), metrics, and reporting standards that provide meaningful insight into project, program, and portfolio performance.
• Analyze project and portfolio data to identify trends, emerging risks, opportunities, and performance drivers, translating findings into actionable recommendations for leadership.
• Develop and maintain executive-level dashboards and management reporting that provide visibility into portfolio health, financial performance, schedule performance, resource utilization, risk, backlog, and delivery outcomes.
• Partner with Finance, Operations, Project Controls, and business leaders to integrate financial, operational, resource, and project data into a comprehensive view of portfolio and business performance.
• Perform forecasting, trend analysis, scenario analysis, and variance analysis to support resource planning, financial planning, portfolio prioritization, and strategic decision-making.
• Develop analytical methods for evaluating project and portfolio performance, including budget and schedule performance, profitability, resource capacity, backlog, forecast accuracy, and other key business indicators.
• Develop forward-looking indicators and analytical models that help leadership anticipate portfolio risks, resource constraints, financial performance, and project delivery challenges.
• Identify opportunities to improve data quality, reporting consistency, and analytical maturity across the PMO and broader organization.
• Support portfolio planning and prioritization by developing analytical models that help leadership evaluate capacity, resource demand, financial impact, project priorities, and organizational constraints.
• Translate complex data and analytical findings into clear business narratives, recommendations, and executive-level presentations that support effective decision-making.

Strategic Leadership & Team Development

• Serve as a strategic advisor to PMO and business leadership by using project experience, business knowledge, and analytics to evaluate alternatives, challenge assumptions, and support informed decision-making.
• Provide leadership, guidance, and subject matter expertise to Project Managers, Project Controllers, Project Controls personnel, and operational leaders.
• Mentor and develop project management personnel to strengthen project execution, financial acumen, leadership capabilities, and overall project management maturity.
• Promote consistent application of project management standards and best practices while recognizing the varying needs and complexity of individual projects and programs.
• Facilitate collaboration across project management, engineering, operations, finance, project controls, and other functional groups to improve project and portfolio outcomes.
• Support the development and sharing of project management best practices, lessons learned, and continuous improvement initiatives across the organization.

Project Management & Program Leadership

• Lead or provide strategic oversight for complex, high-value, or high-risk projects and programs as business needs require.
• Lead or support complex project negotiations, contract discussions, commercial evaluations, and major program planning efforts.
• Lead or support the preparation and review of major proposals, scopes of work, execution plans, schedules, budgets, and cost estimates for large projects and programs.
• Provide strategic guidance on project execution, risk management, commercial issues, client relationships, and recovery planning for projects requiring senior-level support.
• Participate in major project reviews and provide independent assessment of project health, risks, financial performance, and corrective action strategies.
• Represent the company in client strategy discussions, major project reviews, industry meetings, and other strategic engagements.
• Support the resolution of complex project, contractual, financial, and operational issues that require senior-level project management expertise.

What You Bring:

• Bachelor’s degree in engineering or a related technical field.
• Project Management Professional (PMP) certification.
• 20+ years of progressive experience in project, program, or portfolio management within engineering, utility, infrastructure, or related industries.
• Demonstrated experience managing large-scale utility programs, engineering programs, or complex infrastructure projects.
• Extensive knowledge of project management principles, project controls, financial management, risk management, contract administration, and project delivery practices.
• Demonstrated ability to manage or provide strategic oversight of complex project and program portfolios.
• Demonstrated experience using project, financial, and operational data to evaluate performance and support business decision-making.
• Strong understanding of project financial performance, including revenue, cost, profitability, forecasting, backlog, change management, and cash flow considerations.
• Previous experience within utility, engineering consulting, EPC, or professional services organizations strongly preferred.
• Strong leadership, relationship management, strategic thinking, and business acumen.
• Ability to influence organizational practices and business decisions across functional and leadership boundaries without reliance on direct reporting authority.
• Demonstrated ability to identify complex business and project challenges, evaluate alternatives, and develop practical solutions.
• Excellent written and verbal communication, executive presentation, negotiation, and problem-solving skills.
• Demonstrated ability to mentor and develop experienced project managers and other project management professionals.
• Ability to communicate complex project, financial, and analytical information clearly to both technical and non-technical audiences.
• Proficiency with project management, project controls, financial reporting, data visualization, and business analytics tools.
• Some travel is required.
