Join Us in Building Technology That Moves Utah Forward.
The Division of Technology Services is seeking an experienced Senior IT Project Manager to join the DTS UDOT Application Development team. This is an opportunity to lead complex, high-impact technology initiatives that support the systems and services UDOT relies on every day; from public-facing applications and transportation services to structures, construction, finance, aeronautics, and internal business operations.
As a Senior IT Project Manager, you will work at the intersection of technology, business, and people, partnering with agency leaders, product owners, developers, business analysts, vendors, and other stakeholders to turn complex business needs into successful technology solutions. We are looking for someone who can bring structure to complexity, build strong relationships, navigate competing priorities, and help SAFe Agile teams deliver meaningful value.
This job may be filled at either of the levels listed below. (Rate as listed or in accordance with DHRM Rules for current state employees.)
- IT Senior Project Manager $42.63 - $72.46 per hour
- IT Project Manager, $43.18 - $63.62 per hour
Key Responsibilities
What You'll Do
You will provide project and delivery leadership across multiple interconnected technology initiatives and will be responsible for helping teams successfully move projects from concept through implementation and into production.
Your responsibilities will include:
- Lead and manage a portfolio of complex software development and technology projects supporting UDOT.
- Partner with agency representatives, product owners, business analysts, developers, vendors, and other stakeholders to understand business needs and define project objectives, requirements, scope, and deliverables.
- Develop project plans, schedules, milestones, resource assignments, estimates, and delivery strategies.
- Coordinate resources across multiple teams and projects in a matrixed environment.
- Establish priorities and help teams balance competing demands, dependencies, and organizational priorities.
- Monitor project progress, risks, issues, dependencies, scope, schedule, budget, and resource capacity.
- Identify potential problems early and work collaboratively with teams and stakeholders to develop solutions and mitigation strategies.
- Facilitate project planning, status meetings, sprint ceremonies, backlog refinement, retrospectives, and other delivery activities as appropriate.
- Provide clear and timely project status reporting to product owners, sponsors, leadership, and other stakeholders.
- Work with product owners and technical teams to translate business objectives into achievable features, deliverables, and implementation plans.
- Coordinate software and technology deployments across development, test, and production environments
- Support vendor and third-party implementations, ensuring external partners remain aligned with UDOT expectations, timelines, and deliverables.
- Help establish effective project controls, processes, documentation, and reporting practices.
- Facilitate communication and decision-making across teams when projects involve complex dependencies or competing priorities.
- Promote SAFe Agile principles and help teams continuously improve how they plan, collaborate, prioritize, and deliver.
- Serve as a Scrum Master or provide similar delivery leadership when appropriate to the needs of the team.
- Adapt project management and delivery practices to meet the needs of different UDOT customers, projects, and teams.
Why This Role Matters
UDOT's technology environment supports some of the most visible and essential services in Utah. The IT Application Development team partners with business areas across the department to design, build, implement, and maintain technology solutions that support transportation operations and the people of Utah.
Our projects can range from internal enterprise applications to public-facing services and complex systems supporting areas such as:
- Transportation and roadway operations
- Structures and infrastructure
- Construction
- Aeronautics
- Finance and business operations
- Public-facing services and citizen experiences
- Data and technology integration
- Enterprise and agency systems
- The successful candidate will help ensure these initiatives are thoughtfully planned, effectively coordinated, and delivered in a way that provides meaningful value to UDOT and the public.
You will be successful in this role if you can
- Build trust and effective working relationships with technical and business stakeholders.
- Communicate complex information clearly to both technical and non-technical audiences.
- Facilitate productive conversations and bring people together when priorities or perspectives differ.
- Manage multiple projects and competing priorities without losing sight of the bigger picture.
- Recognize when a project is beginning to move off track and take action early.
- Balance scope, schedule, resources, risks, and business value.
- Translate business needs into detailed technical requirements
- Create clarity when requirements, ownership, or priorities are unclear.
- Navigate a matrixed organization where resources may support multiple teams and initiatives.
- Adapt your approach based on the project, team, customer, and organizational needs.
- Promote continuous improvement and healthy SAFe Agile practices.
- Maintain a calm, organized, and solutions-oriented approach when projects become complex.
What You'll Bring
Above all, we are looking for someone who can lead through influence.
You will work with talented technical professionals and business leaders who bring deep expertise in their respective areas. Your role is to connect those perspectives, create clarity, remove barriers, manage delivery, and keep everyone moving toward a shared outcome.
If you enjoy solving complex problems, bringing order to ambiguity, building strong relationships, and helping teams deliver technology that makes a real difference, we would love to hear from you.
