Programmer Analyst I

Carroll County Government is seeking a Programmer Analyst I to join their Technology Services - Applications & Programming team. The position offers a pay range of $72,946 - $131,290 (A400) and hybrid telework arrangements. This full-time, 40-hour per week role is located in the County Office Building and reports to the Division Manager, Applications & Programming.

As a Programmer Analyst I, you will use your software development and integration skills to enhance the use of technology throughout the county. Your expertise will impact county agencies through database management, software management, and project planning and execution.

Essential duties include:

• Analyze software and infrastructure projects. Determine agency needs and support staff to complete department goals.
• Write, update, test, debug, and document semi-complex computer programs using languages/frameworks including HTML, VB.Net, JavaScript, T-SQL, and ASP.Net.
• Perform database management techniques and assist in the efficient operation of data processing systems and programs.
• Investigate problems and implement changes resulting from system operations.
• Communicate technical and complex information in verbal and written form and conduct training.
• Research and test new software, browsers, and utilities.
• Maintain up-to-date knowledge of software and hardware methods, trends, and techniques.
• Ensure all work is complete and timely to support department goals. Evaluate feedback and procedures to improve efficiency.
• Invite collaboration and seek learning opportunities. Proactively assist peers to create a supportive work environment.
• Exhibit integrity, ethics, and fiscal responsibility.

Your skills should include intermediate proficiency in Microsoft Visual Basic.NET, Web Applications, and other Programming Languages; Database Management; Cybersecurity; and the Microsoft Office Suite.

Your strengths should include service excellence, decision making, collaborating with others, digital literacy, continuous learning, application development and maintenance, application support, attention to detail, and project management.

To be a good fit, you should have a Bachelor's degree in computer science or a related field and three or more years of related experience. A comparable amount of education and experience may be substituted for the minimum requirement.

Additional information includes a requirement for a criminal background check as a condition of employment and the possibility of working outside of standard hours and responding to emergency calls and messages outside of standard hours.
