Records and Information Management Specialist (CUI) (Assistant Program Management Specialist)

Summary This position is in the Records Management Section under the Office of the Chief Information Officer (OCIO), Information Assurance. The incumbent serves as Controlled Unclassified Information (CUI) Program and Records Specialist under the general supervision of the Chief, Records Management Section. The Section delegates full responsibility for the implementation, administration, monitoring, and compliance of the National Labor Relations Board CUI, Records Management and Vital Records programs. Responsibilities As a Records and Information Management Specialist (CUI) (Assistant Program Management Specialist), GS-0308-13, your typical work assignments may include: Developing Agency-specific policies and procedures related to Controlled Unclassified Information and ensures they are properly codified in the Code of Federal Regulations (CFR). Keeping senior Agency management officials briefed on the agency-wide implementation of the CUI program on a reoccurring basis. Developing and conducting periodic Records and Information Management (RIM) quality control reviews, compliance audits, risk assessments and surveys to measure the effectiveness of electronic systems and for general program improvement. Leading the oversight, design and development of standards, procedures for all aspects of the program in order to support operational requirements and to meet the mandates of all governing statutes, Executive Orders, and regulations. Leading Records Management Workshops, training events, and the training of new employees and personnel in records management practices and tools, to ensure best practices are being followed. IDEAL CANDIDATE STATEMENT The ideal candidate is an experienced records and information management professional who understands requirements for Controlled Unclassified Information (CUI) programs. A broad knowledge of federal records laws, NARA guidance, CUI marking and safeguarding standards, and governance practices are preferred. The ideal candidate works well with others on collaboration efforts. They demonstrate strong critical thinking, problem-solving, and project management skills, consistently achieving results in fast-paced, highly regulated environments. Above all, they are proactive, detail-oriented, and dedicated to safeguarding sensitive information and reinforcing governance framework. MINIMUM QUALIFICATIONS Applicants must have one year of specialized experience, equivalent to the GS-12 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Records and Information Management Specialist (Controlled Unclassified Information) (Assistant Program Management Specialist) at the GS-13 grade level. Specialized experience includes: Experience in integrating records management and metadata requirements into information technology systems and business processes while working with stakeholders to ensure proper functionality for retention and disposition; and Experience assessing records management programs using qualitative and quantitative methods to identify gaps and suggest improvements; and Experience creating and/or updating records management policies and procedures to ensure compliance with regulations.
