Public Health Field Service Representative 1 or Public Health Field Services Representative Trainee (NY HELPS) - 22955 Agency: Health, Department of Salary Grade: 18 Salary Range: From $53,764 to $85,138 annually Employment Type: Full-Time, Permanent Travel: 70% travel; frequent travel, including overnights Work Schedule: Mon-Fri, 8:30 AM – 4:30 PM, 37.5 hrs/week; Telecommuting allowed: Yes Responsibilities The Public Health Field Service Representative 1/Trainee is part of the Division of Vaccine Excellence (DOVE) field staff team in the Central New York Region. The incumbent will educate and assist local public health staff, immunization providers, and the general public in the area of immunization and vaccine‑preventable diseases. The primary function is to conduct activities to ensure compliance with the Vaccines for Children (VFC) Program requirements. Additionally, the role involves new enrollment, unannounced storage and handling inspections, and education visits to enrolled VFC health care providers to ensure they meet VFC Program requirements. Qualifications Transfer: Current NYS DOH employee with permanent or contingent‑permanent status as a Public Health Field Services Representative 1 (G18), or one year or more of permanent/contingent‑permanent competitive or non‑competitive service as Public Health Representative 2 (G16) or 3 (G18) and eligible for transfer under Section 70.1 of the Civil Service Law, or one year or more of competitive service in a title at or above G11 with a specialized bachelor’s degree and a passing score on the current NYS DOH PCO select titles list #50‑002, or Public Health Field Services Representative Trainee 1 list #00‑501. Public Candidates: Active list candidate on the Professional Career Opportunities (PCO) select titles eligible list #50‑002 with a score of 100 or higher. NY HELPS eligibility: four years of experience performing or supervising on‑site reviews of public health programs to ensure compliance with state and federal laws, monitoring provision of programs, providing education and training on public health issues to various groups, and providing technical assistance to local health organizations in developing quality outreach, control, prevention, and intervention programs in areas such as immunization, sexually transmitted diseases, and tuberculosis control. Preferred Qualifications Bachelor’s degree in public health or epidemiology. Knowledge of immunization and vaccine‑preventable disease. Ability to work independently. Experience in public health field, working with county health officials and private health care providers. High motivation, excellent written and oral communication, interpersonal and organizational skills. Experience monitoring government contracts, working with stakeholder coalitions, facilitating large groups, and/or administering health programs. Strong computer and database skills. Substitutions Associate degree may substitute for two years of experience. Bachelor’s degree may substitute for four years of experience. Master’s degree may substitute for five years of experience. Doctorate may substitute for six years of experience. Additional Information Frequent travel, including overnights, may be required. Permanent, competitive, full‑time; two‑year traineeship leading to a G18. Position part of NYS HELPS program; no examination required. This position may require travel throughout New York State including overnights to areas not served by public transportation.
