The Air Force Civilian Service (AFCS) is looking for full-time Supervisory Program Analyst, GG-0343-15 to work at HQ US. Air Force at Joint Base Anacostia-Bolling in Washington D.C. Requirements Master the requirements behind Air Force Warfighter Comms & Cyber Systems. AF/A6 seeks a visionary leader to serve as the GG-15 Division Chief for Resources & Requirements within the Air Force Warfighter Communications and Cyber Enterprise. In this critical role, you will lead two Air Staff A6XR branches to: Mature cutting-edge cyber systems requirements Direct Air Force-wide communications resource planning Advocate for AF/A6 equities within the corporate structure and requirements governance Champion warfighter tech integration into the Future Force Design Shape the future of warfighter comms. Base Salary Range: $169,279 to $197,200 Relocation incentives may be available The primary purpose of this position is: To serve as the Headquarters US Air Force-level Chief, Resources and Requirements Division (AF/A6XR) responsible for developing and disseminating US Air Force-wide planning and programming as well as providing oversight for budget and execution for the $15B USAF warfighter communications, cybersecurity, and information technology portfolios. Serves as the primary civilian advisor to the Deputy Chief of Staff for Warfighter Communications and Cyber Systems (AF/A6) on all financial and resourcing issues. Leads teams of headquarters US Air Force-level leaders and serves as the first-level supervisor, providing planning, directing, organizing, and exercising control over subordinate supervisory and non-supervisory employees. Depending on the type of position (competitive/excepted) you are selected for; you will be required to serve a 1-year probationary period OR 2-year trial period. Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. (NOTE: Typically, the 1-year probationary period is for Competitive Jobs, and 2-year trail period is for Excepted Jobs.) This position can close at any time. Qualifications/Requirements This is a designated Drug Testing Position. Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI). Knowledge of concepts, principles, practices, laws, and regulations governing federal financial management and budgeting for multi-billion-dollar multi-year programs at the Senior Leader and Headquarters Air Force echelon, including 0MB circulars, Congressional enactment processes, and financial execution controls. Knowledge of the Department of Defense Strategy, Planning, Programming, Budgeting, and Execution (SPPBE) process, products, timelines, terminology, and governance guidance. Knowledge of Air Force, Joint, and DoD missions, functions, policies, and strategic guidance necessary to formulate, align, justify, and advocate for enterprise warfighter communications, cybersecurity, and information technology programs. Skill in establishing, maintaining, and leveraging collaborative working relationships with senior USAF leaders, Congressional members and professional committee staffs, 0MB, OSD, and interagency leadership to resolve contentious resourcing issues and achieve strategic consensus. Skill and ability to plan, organize, direct, and evaluate the operations and resources of a complex headquarters division, including exercising first-level technical and administrative supervision over senior civilian personnel, Field Grade Officers, and contractor teams. Ability to communicate effectively at the executive and Senior Leader level, both orally and in writing, with clarity, authority, and precision to justify, defend, and advocate for multi-billion-dollar program requirements, deliver high-level briefings, and prepare Congressional testimony and inquiry responses.
