IT Specialist (0097628) General funded position. Appointment may begin approximately August 2026, pending availability of funds and actual staffing requirements. Duties and Responsibilities Analyzes and programs data extraction processes across enterprise platforms including but not limited to student information systems, employee and workflow systems, learning management systems, and curriculum and assessment management systems. Analyzes and translates project specific requirements, along with user and system specifications, into programming requirements to develop software programs and scripts that automate routine tasks involving complex data exchange among multiple programs. Works directly with departments and offices to implement and test baselines; assesses and makes necessary programming modifications; and maintains and enhances program functions and features. Provides guidance on the quality of information and materials produced. Assists with defining requirements, developing technical specifications and training materials that enable the creation of new reports and improvements to existing reports to meet the needs of end users. Reporting will include but not limited to the creation of dashboards and other visualizations. Performs data collection for analysis and preparation of periodic and ad‑hoc reports to meet federal, state and system management and planning requirements. Serves as the College's Integrated Postsecondary Education Data System (IPEDS) Coordinator. Assists in ensuring data and information are in compliance with appropriate accountability requirements, including grant proposals and evaluation. Creates and maintains local user databases. Extracts secondary data to generate reports requested from administration, faculty and staff. Reformats and validates data as necessary for authorized uploading or downloading for system‑wide and local use. Ensures the coordination and alignment of College data and information with system‑wide policies standards, College needs and to address issues. Represents Hawaii Community College on University of Hawaii (UH) system, UH Community College (UHCC) system and other community committees as assigned. Researches national database sources (e.g. U.S. Census Bureau of Labor Statistics, IPEDS, etc) for use in benchmarks and other comparative reports. Collaborates in the design and implementation of effective questionnaires, surveys and other assessment tools for use in evaluation and analysis. Provides recommendations and critical review of reporting design, maintenance, and implementation, including operational considerations, based on customer requirements, operational experience, and technical knowledge. Provides staff support for completion of assessment and other analytic studies. May include written/verbal reports/presentations/computerized and graphic presentations. Provides technical support in a timely manner, identify the cause(s), researches, assesses solves, and takes action to prevent programming and/or system problems from recurring using available resources. Trains and advises technical and non‑technical individuals and groups with diverse backgrounds, viewpoints and opinions on the most appropriate, effective and efficient solutions for data and reporting requirements for the campus. Oversees the training, management of daily work, and performance of student workers. Researches and evaluates techniques and strategies utilized by other institutions actively participates in various professional organizations and monitors relevant industry forums. Maintains and updates technical proficiency by attending relevant seminars, courses, and industry conferences. Works with UH Institutional Research (IR) personnel on coordinated data‑driven research projects. Works directly with administrators in long‑term and short‑term planning to support the development of online data analytics to facilitate strategic goals. Follows and implements directives and guidance related to best practices from University of Hawaii System Information Technology Services. Ensures the consistent adoption, implementation, and enforcement of recommendations issued through University of Hawaii System Information Technology Service. Keeps abreast of recommendations issued through University of Hawaii System Information Technology Service, and takes timely action as needed. Other duties as assigned. Minimum Qualifications Possession of a pertinent baccalaureate educational degree in Information and Computer Science (ICS), Information Technology, or Management Information Systems (MIS), or Business Administration/General, or related field and 3 years of progressively responsible professional information technology experience with responsibilities for applications and/or data extraction or related experiences, of which 2 years of the experience must have been comparable in scope and complexity to the next lower payband in the University of Hawaii broadband system; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. Considerable working knowledge of applications development and data management as demonstrated by the broad knowledge and understanding of the full range of pertinent standard and evolving information technology concepts, principles and methodologies. Considerable working knowledge and understanding of the broad technology, systems, hardware and software associated with applications development and data management. Demonstrated ability to recognize a wide range of intricate problems, use reasoning and logic to determine accurate causes, and apply principles and practices to determine, evaluate, integrate and implement practical and thorough solutions in an effective and timely manner. Proven ability to comprehend, interpret and implement administrative directives and guidance to ensure IT operations align with organizational standards and industry best practices. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. If applicable (for supervisory work), demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Demonstrated ability to learn and apply new technologies independently and in a timely manner using books, manuals, and other resources. Considerable working knowledge of one or more Database Management Systems (DBMS) such as Oracle or SQL Server. Working knowledge and understanding of formatting and writing scripts in CSV and XML file formats. Demonstrated ability to design and implement algorithms to solve simple problems, using sequences, selection and iteration. Demonstrated ability to test and debug datasets by developing and implementing a suitable test strategy and selecting an appropriate set of test data. Experience working with analytical tools (e.g., SPSS, Tableau, SAS). IT Security Certification. Working knowledge of usability concepts and disability requirements for web‑based applications. Experience in development of forms, creating dynamic Web sites; and/or the developing graphical interfaces. Functional knowledge of student tracking software systems. Higher education experience and knowledge of learning management systems and information management systems (e.g., Banner, PeopleSoft, etc.). Training experience. Understanding of data visualization components (charts/infographic types and usage). Ability to set up and maintain data replication between servers. Demonstrated commitment and/or experience supporting the success of students.
