Job Description PURPOSE SUMMARY. Perform talent acquisition work supporting countywide recruitment and hiring activities. ESSENTIAL DUTIES Coordinate Full-Cycle Recruitment Manage full-cycle recruitment activities for assigned departments from requisition through offer. Consult with hiring managers regarding recruitment timelines, position requirements, advertising strategies, and selection processes. Create and manage requisitions within Workday. Prepare recruitment advertisements and ensure positions are appropriately posted internally and externally. Monitor applicant activity and maintain consistent communication with candidates throughout the recruitment process. Recommend recruitment strategies that improve applicant quality and hiring outcomes. Coordinate Candidate Assessment and Selection Review employment applications to determine whether applicants meet established minimum qualifications. Coordinate applicant screening, interviews, testing, and selection activities. Schedule interview panels and coordinate interview logistics. Assist departments with structured interview processes and selection documentation. Compile interview documentation and maintain recruitment records. Ensure recruitment activities comply with County policies and applicable employment laws. Coordinate Pre-Employment Processing Coordinate pre-employment requirements including background investigations, drug testing, medical evaluations, fingerprinting, driving record reviews, and other employment requirements. Monitor candidate progress through the hiring process and identify delays or outstanding requirements. Coordinate with vendors, hiring departments, and candidates to ensure timely completion of pre-employment requirements. Verify completion of required documentation before hire. Communicate hiring requirements, next steps, and anticipated timelines to candidates and hiring departments. Assist with onboarding coordination to support successful employee transitions. Recruitment Marketing and Community Outreach Represent Doña Ana County at career fairs, community events, educational institutions, and workforce development activities. Build relationships with colleges, universities, workforce agencies, military transition programs, and community organizations. Promote Doña Ana County employment opportunities through recruitment marketing and outreach initiatives. Assist in developing recruitment campaigns that strengthen the County’s employment brand. Recommend new recruitment sources for difficult-to-fill positions. Customer Service and Hiring Manager Support Serve as the primary Talent Acquisition contact for assigned departments. Provide professional guidance regarding recruitment procedures, hiring timelines, interview coordination, and employment processes. Respond to applicant inquiries while ensuring a positive candidate experience. Build collaborative relationships with department leadership and hiring managers. Maintain regular communication regarding recruitment progress and hiring activities. Workforce Data and Reporting Maintain accurate recruitment records and applicant tracking information. Compile recruitment metrics including applicant flow, recruitment timelines, vacancy status, and hiring outcomes. Assist with workforce reporting and recruitment analytics. Ensure the integrity and confidentiality of employment records. Utilize workforce data to recommend process improvements. Continuous Improvement Assist with the development and maintenance of job descriptions by researching information, incorporating standard language, and formatting content using established templates. Identify opportunities to improve recruitment processes, customer service, and operational efficiency. Participate in Talent & Culture initiatives, recruitment projects, onboarding improvements, and organizational events. Occasional travel between County facilities, recruitment events, educational institutions, and community outreach activities is required. Research recruitment trends and recommend best practices. Assist in developing recruitment resources, guides, and informational materials. Support implementation of new recruitment technologies and initiatives. ADDITIONAL DUTIES. Other duties as assigned. QUALIFICATIONS A. Education. Associate degree from an accredited college or university in Human Resources, Business Administration, Public Administration, Organizational Leadership, or a related field. B. Experience. Three (3) years of experience in recruitment, talent acquisition, human resources, customer service, or workforce development. Experience managing full-cycle recruitment is preferred. Public sector recruitment experience is preferred. C. Education/Experience substitution. In accordance with County policy. D. Licenses/Certifications. Valid driver’s license. Must maintain a valid driver’s license and an acceptable driving record in accordance with County policy. Must obtain Notary Public certification within six (6) months of hire. Senior Professional in HR (SPHR), Professional in HR (PHR), Senior Certified Professional (SHRM-SCP), Certified Professional (SHRM-CP) AIRS, PSHRA-CP, PSHRA-SCP, or comparable certification is preferred. E. Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Must pass pre-employment background check and driving record check. KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION: Knowledge of: Talent acquisition principles and best practices. Recruitment and selection techniques. Federal and state employment laws, regulations, and requirements applicable to recruitment and selection. Applicant tracking systems and HR information systems. Customer service principles and practices. Public sector recruitment practices. Interviewing techniques. Workforce diversity and equal employment opportunity principles. Skill in: Coordinating and managing full-cycle recruitment processes. Candidate sourcing and outreach. Customer service. Building and maintaining professional relationships with hiring managers, candidates, community partners, and recruitment sources. Communicating effectively, both verbally and in writing. Managing multiple priorities, recruitment timelines, and competing deadlines. Microsoft Office and Workday. Maintaining accurate, organized, and confidential recruitment records. Ability to: Manage multiple concurrent recruitments while meeting established timelines and organizational priorities. Build strong working relationships. Exercise sound judgment and discretion when handling sensitive recruitment and employment information. Evaluate applicant qualifications against established minimum qualifications and selection criteria. Communicate clearly and professionally with diverse audiences. Interpret policies and procedures. Adapt to changing priorities, recruitment needs, and labor market conditions. Provide effective consultation and guidance to hiring managers regarding recruitment processes and practices. Adapt to changing priorities. Represent Doña Ana County professionally at recruitment events and in interactions with candidates, employees, and community partners.
