THE ROLE
This position serves as a key clinical leader responsible for advancing nursing practice and ensuring the delivery of safe, effective, and evidence-based care across all River Valley Services programs.
You will oversee the implementation of national nursing standards and best practices, assess the quality and safety of nursing services, coordinate and evaluate program activities to ensure compliance with DMHAS Fidelity Standards, Joint Commission requirements, and infection control standards.
Support nursing staff in providing high-quality care to individuals with complex psychiatric, substance use, and medical needs.
Additional responsibilities include coordinating nursing clinical data collection and evaluation, assessing medical and psychiatric information obtained through clinical procedures, providing consultation and support for nursing clinical decision-making, developing and implementing staff training initiatives, onboarding new nursing employees, and ensuring annual competency validation for all River Valley Services nursing staff. Through these efforts, the Nurse Consultant plays a vital role in supporting positive health outcomes and maintaining excellence in community-based behavioral healthcare services.

DMHAS is the state agency responsible for providing a comprehensive system of behavioral health services for adults experiencing mental health and substance use conditions across Connecticut. DMHAS works to ensure accessible, recovery-oriented, and evidence-based care through community programs, state-operated services, and partnerships with local providers. The agency is committed to improving outcomes for individuals with severe and persistent behavioral health needs by coordinating services, promoting early access to care, and supporting safe transitions across levels of treatment.
River Valley Services (RVS), a community mental health center serving Middlesex County and the towns of Lyme and Old Lyme, is operated by the State of Connecticut Department of Mental Health and Addiction Services (DMHAS). RVS’s goal is to provide the highest quality crisis intervention, case management, and residential and clinical services to adult citizens, 18 years of age and older, who suffer from serious mental disorders and who lack the financial means to secure such services in the private sector.
Services are directed at improving clients’ quality of life and fostering dignity, ability, and recovery. We are dedicated to promoting a complete and responsive service system for our clients and others in need. All persons receiving services from River Valley Services have the right to culturally appropriate mental health and addiction services consistent with their communication needs and personal preferences. Translation and interpreter services are available at RVS.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Mental Health and Addiction Services this class is accountable for applying professional nursing knowledge in the enforcement, inspection, licensure, consultation and implementation or assessment of the nursing service component of health care programs and facilities.
EXAMPLES OF DUTIES
Implements, coordinates, and evaluates activities of assigned programs or health care services;
Maintains active liaison with and serves as nursing consultant to other sections, divisions, health care providers and public;
Assesses safety and quality of client care provided;
Assesses compliance of health insurance companies with various state statutes, regulations and guidelines;
Coordinates and supervises a program of clinical data collection as it relates to specific state and federal legislation;
Develops, implements and evaluates instruments used in collection of clinical information;
Assesses and evaluates medical and psychiatric information obtained through clinical screening procedure;
Evaluates discharge planning activities for clients requiring transfers from nursing facilities;
Plans for utilization of community and hospital resources required by these clients;
Reviews and implements budget for Clinical Systems Analysis Unit of department;
Plans, develops and implements training programs for department and other state agency staff;
May inspect and evaluate health care and psychiatric facilities for compliance with state and federal regulations including licensure and certification laws;
Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of
nursing treatments, trends and resources for the mentally ill;
relevant state and federal laws, statutes and regulations;
principles and practices of nursing care administration and education for a variety of specialties with varied settings;
principles and practices pertinent to community processes;
Knowledge of
state, federal and local health agencies and programs;
nursing education and skill in techniques of teaching;
Considerable
interpersonal skills;
oral and written communication skills;
Ability to
plan, implement and evaluate programs;
collect and analyze data.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Four (4) years of experience as a Registered Nurse in a position involving supervision, consultation, education or administration.
NOTE:
Administrative capacity is interpreted as having managerial responsibility in setting and implementing policies, carrying out program planning, and evaluating and coordinating special projects, etc. in the area specified in the appropriate parenthetical title.
Consultative capacity is interpreted as the providing of professional expert nursing advice to other than subordinate staff on major programmatic issues in the area specified in the appropriate parenthetical title.
Educational capacity is interpreted as experience in a full time professional educational position instructing professional nurses in a formalized program or teaching students in an undergraduate or graduate nursing program in the area specified in the appropriate parenthetical title.
Supervisory capacity is interpreted as having administrative supervision of registered nurses or other professional staff.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in psychiatric nursing.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
A Bachelor's degree in nursing may be substituted for one (1) year of the General Experience.
A Master's degree in health services administration, nursing or public health may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
Experience providing clinical leadership or consultation within behavioral health, substance use treatment, or community-based psychiatric programs.
Experience assessing, implementing, and monitoring compliance with nursing standards, regulatory requirements, and evidence-based practices, including Joint Commission and infection control standards.
Experience working collaboratively with multidisciplinary teams to support individuals with complex psychiatric, substance use, and medical needs in community settings.
Experience developing, delivering, and evaluating nursing education, training, and competency validation programs.
SPECIAL REQUIREMENTS
Incumbents in this class must possess and retain a current license as a Registered Nurse in Connecticut OR hold a Multistate or Compact Registered Nurse license.
Incumbents in this class may be required to possess certification as an Insurance Rehabilitation Specialist or be eligible for certification as an Insurance Rehabilitation Specialist.
Incumbents in this class may be required to travel.
Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
