The salary range represents the earning potential for this position, through training, evaluations and years spent working in this position with Spokane Colleges.

About the Director, Human Resources - Talent Management

JOB SUMMARY

Under the administrative direction of the Chief Human Resources Officer (CHRO), the Director of Human Resources - Talent Management at Spokane Colleges provides strategic leadership for Human Resources staff across full-time, part-time, classified, and student employee groups. This role develops and supervises the Human Resources Partner (HRP) function in the core areas of classification and reallocation consultation, supervisor coaching, employee and labor relations, performance management, and compliance. It also oversees a full-cycle recruitment program, including recruitment, examination, selection, and certification, while advancing inclusive excellence in applicant outreach and hiring practices. In addition, the Director leads the design, implementation, and continuous improvement of onboarding to ensure compliance, engagement, and a seamless faculty and staff transition across campuses.

The position serves as a skilled, human resource consultant performing professional human resource duties. Responsible for resolving complex human resource issues. Plans and carries out work with general supervision utilizing knowledge of laws, policies and regulations. Responsible for prioritizing and managing issues within designated areas of responsibility. Maintain and ensure a confidential environment at all times.

ROLES AND RESPONSIBILITIES

Supervision / Administration
  • Prioritize and manage issues within the assigned area of responsibility while maintaining confidentiality. *
  • Oversee human resource operations and supervise staff who advise administrators, supervisors, and employees. *
  • Manage projects assigned by the CHRO, maintain reports and statistics, prepare projections, respond to external surveys and inquiries, and develop and deliver related management and employee training. *


Senior Level Human Resources Partner (HRP)

  • Provide professional human resources consulting and resolve complex HR issues with general supervision. *
  • Lead HRP team development with a focus on supervisor coaching, classification/reallocation consultation, employee and labor relations, performance management, and compliance. *
  • Provide HR guidance across recruitment, classification, compensation, employee relations, performance management, policy development, organizational analysis, training and development, and interpretation of laws, rules, and policies. *
  • Apply knowledge of applicable laws, policies, and regulations to carry out responsibilities effectively. *


Recruitment Oversight

  • Enhance, develop and maintain a top tier full-cycle recruitment process, including job description consultation, sourcing, selection process, and employer branding. *
  • Develop strategies to expand inclusive excellence in applicant outreach and hiring at Spokane Colleges. *
  • Oversee the Recruitment/Talent Acquisition function focus on continuous strengthening hiring strategies and support supervisors in developing accurate position descriptions. *
  • Review selection documentation to ensure hiring decisions are well supported. *
  • Administer salary placement procedures, guide supervisors through offer development, and respond to recruitment-related inquiries. *
  • Assist with collecting, verifying, and analyzing recruitment data. *
  • Oversight of scheduling Recruiting Campaigns and Job Fairs (attendance, virtual, etc.) *
  • Work with CHRO and HR Operations Specialist on Administrative and Executive Recruiting. *


Oversee Classification / Compensation / Reallocation Function

  • Manage position classification, reclassification, reallocation, and reorganization reviews, making recommendations consistent with state, local, and college policies. *
  • Interpret and apply classification and compensation systems, salary placement procedures, FLSA, Washington state pay rules, and applicable collective bargaining agreements. *
  • Conduct position reviews, determine appropriate classifications, and communicate findings to employees, supervisors, and appointing officials. *
  • Provide guidance and training to managers, supervisors, and HR staff on classification, compensation, and related procedures. *
  • Support departments with interpretation of applicable laws, policies, procedures, and bargaining agreements. *


Oversee Onboarding and Offboarding Process

  • Coordinate the full onboarding process for new hires, ensuring timely completion of paperwork, system access, training, and workplace setup. *
  • Partner with HR, IT, supervisors, and other stakeholders to deliver a smooth and consistent onboarding experience. *
  • Manage offboarding activities, including exit documentation, system access removal, final process coordination, and knowledge transfer. *
  • Maintain accurate employee records and continuously improve onboarding and offboarding procedures to support compliance and employee experience. *
  • This includes supporting New Faculty onboarding and tenure process collaboration among Human Resources, AHE and Academic leadership as needed. *


Other Duties

  • Perform special assignments and projects as needed, including CHRO-assigned work, committee service, and backup support for HR staff. *
  • Develop and deliver training within areas of expertise and stay current on HR trends and best practices. *
  • Maintain confidentiality, professionalism, and mutual respect in all interactions. *
  • Comply with district policies, procedures and directives, state and federal regulations, orders and statutes and collective bargaining agreements. *
  • Support Spokane Colleges' strategic plan and perform other duties as assigned. *

MINIMUM QUALIFICATIONS
  • Bachelors degree in Business, Humanities or Social Science, or another closely related field from an accredited institution. Or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
  • Five years of Human Resources leadership experience including experience supervising and evaluating others.
  • Knowledge of federal and state human resources laws, rules and regulations including labor relation laws and processes.
  • Effective written and oral communication and good interpersonal skills.
  • Ability to maintain a high degree of confidentiality.
  • Ability to establish and maintain effective working relations with administrators, staff and union representatives.
  • Ability to effectively represent and advocate management positions in hearing and grievance situations.
  • Ability to use computer software related to an office environment.
  • Ability to collect and formulate data.


DESIRED QUALIFICATIONS

  • Master's Degree.
  • Seven years (or more) of Human Resources or leadership or general Higher Education experience including experience supervising or leading others.
  • Practical Knowledge and experience in the Human Resources Function areas: Human Resources Business Partner, Full-Cycle Recruiting / Talent Acquisition (emphasis in Job Description Consultation, Sourcing and Employer Branding), and Job Classification / Leveling.

PHYSICAL REQUIREMENTS

  • Work is performed in an office environment with frequent interruptions and background noise.
  • Work is sedentary.
  • Seldom move up to 25 lbs.


CONDITIONS OF EMPLOYMENT

  • 12-month position.
  • Position is exempt from Fair Labor Standards Act (FLSA).
  • Requires local or regional travel.
  • Criminal background check is required.


Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment. An offer of employment will not carry with it any responsibility or obligation on the part of the district to sponsor an H1-B visa. In addition, the Spokane Colleges maintain a drug-free work environment and prohibits all smoking in the college buildings and state-owned vehicles. Must be able to successfully work in and promote a multicultural work and education environment.

Prior to a new hire, a background check including criminal record history will be conducted. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position. Once an applicant is chosen for a position, they are required to complete and submit a declaration regarding sexual misconduct and investigation per state law.

Benefits Information

This is a contracted, exempt management position. Medical, dental life and long term disability insurance benefits are provided as currently administered under the Public Employees Benefits Board; TIAA retirement plan or WA State Dept. of Retirement Systems Pension Plan. Vacation leave accrues at the rate of 14.67 hours per month (22 days per year) and sick leave accrues at the rate of 8 hours per month, effective upon employment. (For positions that are less than full time, leave accruals will be prorated to the percentage of the position.
