Responsibilities As certified NY State Peace Officers, investigators conduct a variety of field investigations and are required to perform basic law‑enforcement functions such as arrests, testimony, and prisoner transport. Investigate forged ownership and identity documents and suspected fraud or deceit by registrants, licensees, or applicants. Use facial‑recognition technology to uncover multiple identities and identity‑theft schemes. Investigate vehicle theft, including organized auto‑theft rings; perform forensic vehicle examinations and locate vehicle identification numbers to detect stolen vehicles and components. Apprehend and assist in the prosecution of those involved in criminal activities. Provide training to other law‑enforcement agencies for detecting fraudulent documents, auto‑theft, and other motor‑vehicle‑related matters. Assignments may require overtime and travel. Minimum Qualifications To be eligible for this position you must meet one of the following conditions as detailed below. Eligible for appointment from either the Investigative Specialist 1 G‑18 or Investigative Specialist Trainee eligible list. In an Investigative Specialist 1, G‑18 or Investigative Specialist Trainee 1 or 2 G‑NS title eligible for reassignment. In a G‑11 or higher title that meets criteria for 70.1 or 52.6 transfer. NY HELPS – For Investigative Specialist 1 (Motor Vehicle), G‑18: Six years of experience in a field investigative role conducting interviews, taking written statements and affidavits, collecting and analyzing evidence, and preparing detailed reports. Types of investigative experience that could be considered qualifying: police detective, insurance investigator, licensed and registered private investigator, federal investigator, state investigator, municipal investigator, child protective services investigator, or investigations within a branch of the Armed Services. Examples of non‑qualifying experience include routine police patrol, security guard or related security position, tax collector, collector of delinquent accounts, credit checker, legal assistant/attorney, hotel or store detective, loss prevention officer, parole officer, correction officer, guard, inspector, or experience in adoption and/or foster care placement. For Investigative Specialist Trainee 2 (Motor Vehicle), G‑NS (equated to G‑16): Five years of investigative experience. Qualifying experience is defined as gathering and securing information and evidence from a variety of sources and preparing detailed narrative reports. Experience in auditing, interviewing, building‑security surveillance, traffic enforcement, or routine inspections is not considered investigative experience. For Investigative Specialist Trainee 1 (Motor Vehicle), G‑NS (equated to G‑14): Four years of investigative experience, defined as described above. Substitution: An associate degree in criminal justice, cyber‑security, law enforcement, police science, or related fields can substitute for two years of specialized experience. A bachelor’s or higher degree can substitute for four years of specialized experience. Transfer One year of permanent or contingent‑permanent service in a G‑16 or higher title is eligible for transfer under Section 52.6 or Section 70.1 of Civil Service Law. Reinstatement Previous service in this title or a transferable title may be considered for reinstatement pursuant to Civil Service Law, provided it is in the agency’s best interest. If you left state service more than one year ago, reinstatement must also be approved by the Civil Service Commission. All reinstatements require a mandatory 52‑week probation period. 55b/c Appointment This position is eligible for 55b/c designation. Candidates must meet the minimum qualifications stated above and submit their current 55b/c eligibility letter. Under the New York Hiring for Emergency Limited Placement (NY HELPS) program, this title may be filled via a non‑competitive appointment, meaning no examination is required. Employees hired under NY HELPS will have their non‑competitive status converted to competitive status within one year, without a civil service test, and will be afforded the same rights and privileges as competitive class employees.
