Deputy Chief Financial Officer

Summary The Deputy Chief Financial Officer, serves as the primary advisor and counselor to the Office of Health, Chief Financial Officer as well as other key officials within the Department of Veterans Affairs on matters pertaining to the oversight of activities associated with resource management programs, practices, applicable laws, and regulations. Responsibilities The position is located in the Office of Management and reports to the Office of Health, Chief Financial Officer. The responsibilities include but are not limited to: Develops, monitors, and maintains strategic and tactical plans. Provides leadership and advisory service with respect to general management of the Office of Health. Oversees personnel, education, training, and administrative issues within the Office of Health. Oversees financial operations for Veterans Health Administration across multiple Veterans Integrated Service Networks, Program Offices, and field offices. Interacts with all Office of Health stakeholders and represents the Office of Health CFO with OMB, veteran service organizations, Congress and private industry. Manages high-priority, crosscutting activities to address complex, broad-based financial initiatives. TQ1: Demonstrate extensive knowledge managing Department financial resources, initiatives, and processes for large, complex, decentralized organizations. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Individuals selected for SES positions may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement. VA structures its SES positions into pay bands. This is a pay band 2 position and the salary range is $151,661 to $220,200. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Department/Agency.
