Industrial Base Policy Strategy Manager

Position Summary Deloitte is seeking a Manager of Strategy & Transformation to support defense and government clients with analysis of manufacturing systems, supplier networks, capacity constraints, and industrial ecosystem health. This role supports high-priority mission work by translating technical and market findings into clear insights for government stakeholders and senior decision-makers. The ideal candidate brings experience in defense industrial analysis, market and sector research, and written and verbal communication tailored to non-technical audiences. The work is fast-paced, mission-focused, and closely aligned to strategic priorities across the defense industrial landscape.QualificationsRequired:Bachelor’s degree with 10+ years of experience; or Master’s degree with 8+ years of experienceActive Secret security clearance required5+ years of experience analyzing manufacturing systems, supplier networks, capacity constraints, or industrial ecosystem health5+ years of experience briefing technical findings to non-technical stakeholders, producing written products to government officials, and supporting analysis and reporting for senior leadership within the United States government and Congress5+ years of experience in defense industrial analysis, investment development and coordination, and market and sector research and forecastingDefense industrial analysis, investment development and coordination, and market research and forecasting experienceAbility to work on-site in Alexandria, Virginia up to 5 days per weekAbility to travel 25%, on average, based on the work you do and the clients and industries/sectors you serve.Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.Preferred:5+ years of experience in government contracting or within a program executive officeExperience in industrial engineering, smart manufacturing, Industry 4.0, Internet of Things, model-based systems engineering, or digital twinExperience identifying risks and mitigation actions for contract executionMaster’s degree in law, social science, or business; Contracting Officer training; or acquisition certificationFor individuals assigned and/or hired to work in Virginia, Deloitte is required by law to include a reasonable estimate of the compensation range for this role. This compensation range is specific to Virginia and takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $137,500 to $229,100.You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
