Program Manager 2

The Program Manager (Supervising Counselor) is responsible for the supervision of a team of counselors and managing a specific caseload and/or provide assessments, individual, group or family counseling while providing sound, therapeutic treatment in a residential setting. The Program Manager is also responsible for the ongoing maintenance of all clinical program components. The Program Manager will be a motivated, professional, and compassionate person with a passion for saving and changing lives.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Responsible for oversight and management of assigned counselors at the Citra Residential Center. Assist in the recruitment, interviewing and recommendation of candidates for hiring. Assist in the provision of staff orientation and ongoing training regarding clinical policies and procedures. Serve as a role model through positive, appropriate conduct and participation in special agency events. Project a positive image to the public. Review and develop treatment plans. Ensure that all treatment plans are Specific, Measurable, Attainable, Realistic, and Timely. Review treatment plans to determine that they are reflective of client's progress and development and that the client was appropriately involved in the process. Ensure client charts comply with CARF and/or other state agency standards, using Welligent Electronic Medical Record through regular chart reviews. Complete and submit prior to or no later than due date all reports, and documentation required by various funding sources. Complete all documentation requirements as designated; per 65D30 standards. Assist administrative staff to ensure that billing is accurate and reflective of the services provided. Demonstrate proficiency in Phoenix House Florida's electronic health record system (Welligent) sufficient to fulfill the duties required by this position within 30 days of employment. Manage a specific caseload and/or provide assessments, individual, group or family counseling that reflects department productivity standards as determined by Clinical Manager. Subsistence oversight and compliance. Noncompliance is addressed and brought to appropriate supervisor to address. The movement of the facility from reentry to primary is tracked real time, as applicable. Maintain and develop employer relations to ensure employability of patients entering the reentry phase, as applicable. Maintain, develop, and collaborate with community partners within specific geographic region to address the social determinant needs of patients. Maintain positive working relationship with agencies, resources; and families to coordinate services for patient care; provide information on substance use treatment resources and services; and make necessary referrals. Performs other duties as assigned. Required Key Performance Indicators (KPI): 100% of all supervisees have met their KPIs. 100% of performance evaluations will be completed for all employees by direct supervisors on a quarterly basis. Will have 99% accuracy in EMR on entering information. Will have 99% accuracy in E.H.R. on entering information. Staff will receive supervision logged as set of specific position and degree at the agency minimum. All new hires will meet competency expectations within first 30 days and ongoing. 100% of all new hires will receive weekly supervision for the first 90 days. AMA rate not to exceed 20%. Client Satisfaction rate must be 90% or better. Overtime costs must not exceed 1.5% of department salaries. Annual employee turnover must not exceed 30%. Ensure budget meets or exceeds program requirements. Demonstrate thoughtful decision-making. Skill in working with substance use populations. Skill in staff management and clinical supervision. Competency in working with local, state, and federal agencies. Competency in expressing ideas both oral and written. Ensure client confidentiality in accordance with all federal, state, and local laws and regulations. Dress in a professional manner, as per Phoenix House Florida Dress Code. Proficient in understanding the contract requirement and performance expectations. Monitor Relias Training for direct reports and ensure that training requirements are completed by due date. Perform other duties as assigned.

REQUIRED EDUCATION AND EXPERIENCE:

Must possess a minimum of a master's degree in a related field from an accredited college or university. Minimum three years of professional experience in substance use counseling and/or mental health counseling. LICENSES/CERTIFICATIONS/CEUs: Must meet the standards of a "Qualified Professional" in accordance with Chapter 397, FS. Must maintain a valid Florida Driver's License with no more than 4 points at any given time.

Business-related travel maybe required. Scheduling Needs This is a 27/7 Inpatient facility. Work schedules may include nights, weekends, and holidays to cover operational needs.
