Under general supervision, organizes, coordinates, supervises, and evaluates public safety dispatch services for police, fire, and emergency medical services, including emergency and non-emergency calls; and performs related duties as assigned.DISTINGUISHING CHARACTERISTICS
The Public Safety Dispatch Supervisor is expected to train and schedule personnel and to communicate and enforce dispatching standards and policies. This position works under the direction of a Public Safety Support Services Manager and provides work direction to public safety dispatch personnel.ESSENTIAL FUNCTIONS
Duties may include, but are not limited to, the following: Coordinates, supervises, and evaluates the work of Public Safety Dispatchers; participates in developing, implementing, and evaluating plans, work processes, policies, systems, and procedures to achieve the Communication Center’s goals, objectives, and work standards. Schedules Communication Center personnel for shift assignments, including meeting overtime and minimum staffing requirements and training assignments. Conducts performance evaluations of public safety dispatchers; establishes performance requirements and personal development targets for assigned staff; regularly monitors performance and provides coaching for performance improvement and development. Trains staff as to proper procedures for handling 9-1-1 emergency calls and non-emergency calls for service; explains proper methods for dispatching police, fire, and medical aid calls and providing pre-arrival instructions. Participates in analyzing operations, and preparing activity and performance reports regarding the administration and operation of the Communication Center, in cooperation with Police Department Management, Fire Department Management, and administrative personnel. Prepares a variety of special and recurring studies, audits, and reports; develops recommendations to improve Communication Center operations; coordinates Communication Center activities with other divisions, departments, specifically the Fire Department, and other agencies on behalf of the Public Safety Support Services Manager. Prepares requisitions for supplies and equipment; coordinates equipment installations and upgrades with vendors; monitors paid overtime and operating expenditures. Develops, reviews, and updates written manuals, procedures, and instructions; maintains and updates computer-aided dispatch data tables. Performs duties supporting Public Safety Dispatchers and Public Safety Operators as needed including answering phones, working radios, and making inquiries/entries.KNOWLEDGE AND ABILITIES
Knowledge of public safety codes and regulations governing public safety communications, including the Penal Code, Vehicle Code, Health and Safety Code, Business and Professions Code, Welfare and Institutions Code, and related requirements; practices, procedures, systems, equipment, and techniques involved in 9-1-1 and related emergency dispatching operations and the handling of non-emergency calls; telephone/radio recording devices and applicable laws; radio, telephone, and console TDD equipment operations; federal, state, and local laws and regulations pertaining to the operation of an emergency public safety dispatch center; budgeting practices; scheduling; chain of command; supervisory principles and leadership techniques. Ability to operate an emergency communications console and related telecommunications and security monitoring equipment; use computer-aided dispatch software as well as word processing, scheduling, and spreadsheet software; select, train, supervise, and evaluate the work of employees; schedule personnel; analyze and solve administrative and operational problems; develop and implement goals, policies, procedures, work standards, and management controls for dispatching purposes; prepare clear and concise records, reports, correspondence, and other written materials; exercise independent judgement and initiative within general policy guidelines; establish and maintain effective working relationships with the staff, management, vendors, and general public; remain calm and communicate distinctly and precisely in emergency situations; deal constructively with conflict and develop effective resolutions; field, manage, and resolve citizen complaints with diplomacy and tact.MINIMUM QUALIFICATIONS
Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance as a Public Safety Dispatch Supervisor. Example combinations include a high school diploma, General Educational Development (G.E.D.) Certificate, or California Proficiency Certificate, and five years of increasingly responsible experience in the dispatching of emergency public safety services; or an equivalent combination of training and experience which provides the required knowledge and abilities necessary to perform the essential functions of the position. Lead / supervisory experience highly desirable.CERTIFICATION/LICENSE
Possession of, or ability to obtain, a valid California Drivers License and maintain a satisfactory driving record. Possession of P.O.S.T. Basic Dispatch Certificate.SPECIAL REQUIREMENTS
Pass a background investigation including polygraph and psychological exam and a medical exam which may include drug testing, an audio test and vision exam; work rotating shifts including weekends and holidays. Employees must be able to work a varying schedule including weekends, weekdays, evenings, and holidays (hours and days are adjusted as needed by the department).WORKING CONDITIONS

Working Conditions: Essentially all of the employee's time is spent in the Communications Center of the Police Department. The working environment may range from periods of high-volume emergency and life-threatening calls for service to periods of little activity. Employees work on a rotating shift schedule that requires the availability to work nights, weekends and holidays. Environmental Conditions: Office environment. CONTINUOUS working indoors, dust from paperwork. Work environment is both formal and informal, team orientated, having variable tasks, pace, and pressure. Work is performed indoors in the office and in meeting rooms. Physical: Shall possess the physical, mental and emotional ability to perform the essential duties of the position without the threat of hazard to self or others. Employees require sufficient mobility to work in an office setting; stand or sit for prolonged periods of time; operate office equipment including use of a computer keyboard; ability to communicate verbally to exchange Work long hours from work station. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds. Vision: See in normal visual range with or without correction; vision sufficient to read computer screens, printed documents, and overhead presentations, and to operate assigned equipment.
