Coordinates and facilitates the institution's compliance to Title IX of the Civil Rights Act of 1964. Develops and implements educational programs regarding discrimination and sexual harassment prevention, ensuring faculty, staff and students understand their rights and, where applicable, responsibilities under the law. Oversees and coordinates investigations, responses and resolutions to complaints, to include support of investigators and selection and training of Deputy Title IX Coordinators. Collaborates with campus entities and University leadership to identify and address systemic problems. Uniquely qualified candidate identified Position Specific Accountabilities Develops, implements, coordinates and conducts educational programs and initiatives designed to educate and support faculty, staff, and students regarding their rights and, where applicable, obligations under Title IX, including reporting options/responsibilities, support services, University policy and applicable disciplinary code, grievance procedures, confidential resources, etc. Oversees, coordinates and ensures investigations of reports and complaints of sexual misconduct are adequate, reliable, timely, confidential and impartial; reviews proposed sanctions for sexual misconduct before they are imposed to ensure that they are reasonably calculated to stop the sexual misconduct and prevent its recurrence. Supports the activities of designated Deputy Title IX Coordinators across critical areas of the institution; ensures investigators, adjudicators and those involved with processing Title IX complaints are adequately trained in compliance with Title IX guidance. Responsible for maintaining knowledge of best practices for sexual harassment/assault matters, including trauma-informed best practices. Identifies systemic problems relating to complaints and determines whether campus-wide resources should be adopted in response, including review and revision of the University's sexual misconduct policies, increased monitoring, supervision or security at locations where sexual misconduct is reported to occur, and increased education and prevention efforts to targeted populations. Collaborates with leadership and campus constituencies to disseminate information, redesign processes, and support the University's investigative processes; collaborates and coordinates with compliance partners within the department and across the institution to support the University's overlapping compliance needs and responsibilities. Collaboration includes but is not limited to Deputy Title IX Coordinators, University Leadership, General Counsel, Office of Student Conduct and Community Responsibility (OSCCR), the Department of Public Safety, the Dean of Students Office, Human Resources and the Executive Vice President and Provost's Office. Communicates with local law enforcement and government agencies to ensure reports are handled appropriately and in a timely manner; coordinates with local victim advocacy organizations and service providers. Ensures ongoing compliance with Title IX by collecting and analyzing data, writing comprehensive reports and maintaining records of investigations. Maintains professional qualifications through on-going training and professional development. Represents the University at conferences and professional organizations. Requisite Qualifications Bachelor’s Degree is required. Master’s Degree in higher education, social work, psychology, student development, or related field, or Juris Doctorate (J.D.) strongly desired. A minimum of seven years’ demonstrated professional work experience in student conduct, residential life, federal/state regulatory compliance, Title IX compliance or sexual violence investigation and prevention, or related experience is required. Knowledge of state and federal civil rights laws and regulations including Title IX, VAWA, Campus SaVE, and Clery legislation is required. Highly developed organizational and analytic skills. Strong interpersonal skills. Demonstrated Competency Ability to develop and present educational programs and/or workshops. Ability to provide effective and appropriate advice and expertise to all levels within the University community. Ability to investigate and analyze claims information and to draw conclusions. Ability to operate calmly and effectively under stressful conditions. Ability to maintain emotional stability to cope with human suffering, emergencies, and other stresses. Conflict resolution and/or mediation skills. Advanced analytical, evaluative, and objective critical thinking skills.
