Description The City of Oxnard’s Community Development Department is seeking a Permit Technician with strong customer service, analytical, and communication skills to be a part of the Community Development team. WHAT YOU'LL DO: Provide front counter support as part of the Engineering team within the Building and Engineering Division. Receive, review, process, and/or issue various building and engineering permits. Screen plans submitted to the City for accuracy and completeness in accordance with the municipal code, state law, and program policies and procedures. Review and issue minor encroachment permits for work within the right-of-way to developers, utilities, and contractors. Read and understand plans; verify existing utilities, standard traffic control configurations, and site conditions using digital and paper resources under the technical guidance of an associate plan check engineer. Issue and maintain annual permits for franchise and non-franchise utility companies. Coordinate with plan check engineers, construction inspectors, permit technician staff, Planning Division, Traffic Engineering, Public Works, and other internal departments as required to carry out job duties. Calculate and process permit fees for various engineering and encroachment permits. Engage with the public to answer questions, provide information, conduct research, and permit work within the public right-of-way. Guide contractors and the public through the engineering permit process and insurance requirements. Perform related duties as required. PAYROLL/CLASSIFICATION TITLE: Permit Technician DISTINGUISHING CHARACTERISTICS: The Permit Technician is the single-class position responsible for first-contact customer service in the City's development services permits and planning processes, services, and issuance. This classification is distinguished from the classification of Office Assistant by the performance of technical duties related to building and engineering plan checking and permit calculation, fees, and processing. SUPERVISION EXERCISED / SUPERVISION RECEIVED: General supervision is provided by the Permit Coordinator. Technical or functional supervision may be provided by higher-level Community Development staff. Incumbents of this class do not routinely exercise supervision. WORK SCHEDULE: The normal work week is Monday through Thursday 8:00 am to 6:00 pm and alternating Fridays 8:00 am to 5:00 pm. This position may be required to be available for additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work. Essential Functions These class specifications represent only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department. Assists the public at the Building & Engineering Services counter and responds to inquiries over the phone and via email. Reviews and accepts building and engineering application submittals; Accepts plans for plan check and verifies accuracy and completeness of information. Provides general information to architects, builders, property owners, contractors, engineers, and the general public regarding municipal codes, department policies, and standards over the phone, at the counter, and by email. Researches permit history and information for projects; provides property owners, contractors, and design professionals with information relating to code and answers permit questions. Reviews and approves temporary use permits and business license applications/zone clearances; reviews minor building and encroachment applications. Class specifications are only intended to present a descriptive summary of the range of duties and responsibilities associated with specified positions. Therefore, specifications may not include all duties performed by individuals within a classification. In addition, specifications are intended to outline the minimum qualifications necessary for entry into the class and do not necessarily convey the qualifications of incumbents within the position. Issues Over-The-Counter building permits and permits for encroachment. Calculates development impact fees for new construction in addition to all permit and plan check fees based on valuation, type of construction, and use of building. Coordinates payment of outside agency fees. Distributes and tracks plans for further plan checking to various agencies within the City of Oxnard and coordinates work activities with staff across categories, programs, and agencies. Distributes maps to private citizens and public agencies. Enters and retrieves data on the computer; creates weekly plan check status reports and checks weekly assessor reports. Updates address maps and assigns addresses to new developments; distributes new addresses for changes in addresses. Maintains records and filing systems which may include plans, microfilm, microfiche, and fee receipts. Minimum Qualifications The following are the minimum qualifications necessary for entry into each classification: EDUCATION AND EXPERIENCE: High School Diploma or GED and two (2) years of related experience, assisting the public in a building, engineering, planning office, or the performance of related work. NOTE: To qualify for the educational incentive benefit, candidates must possess a degree level of Associate’s or above. OTHER REQUIREMENTS: Possession of or ability to obtain a valid, class C California driver's license. Must be able to effectively communicate in English, both orally and in writing. HIGHLY DESIRABLE: Training or coursework in building and/or construction technology, engineering, mathematics, and records management. General Information The list of qualified candidates established from this recruitment may be used to fill other full-time, part-time, and temporary assignments. The eligibility list established from this recruitment is to fill this position only. There is currently one (1) full-time vacancy within the Community Development Department, Building and Engineering Division. Selected candidate(s) must pass a thorough background investigation. Positions in this class is represented by the Service Employees International Union (SEIU). For most positions, the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools. Candidates must be proficient and comfortable with computer use to perform functions associated with ongoing work. Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions. Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis. This position requires a 12-month probationary period. Pursuant to California Government Code Section 3100, all public employees are required to serve as disaster service workers subject to such disaster service activities as may be assigned to them. This position is governed by the overtime provisions of the federal Fair Labor Standards Act and is eligible for overtime pay. Retirement Contributions: New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security. Vacation Accrual Rates: Full time employees accrue vacation leave at a rate of 4.39-8.08 hours per pay period based on years of service. Sick Leave Accrual Rate: Full time employees accrue sick leave at a rate of 3.70 hours per pay period. Deferred Compensation: The City contributes 1% to a deferred compensation program. Bilingual Pay: A regular full time employee may receive bilingual pay at the rate of $50.00-$125.00 bi-weekly depending on the level the employee is required to provide bilingual services as determined by the City Manager or designee. Educational Incentive: Employees earn educational incentive pay for educational attainments not required by the classification. The educational incentive pay is as follows: Associates degree - 2.5%, Bachelor's degree – 3%, Graduate degree – 3.5% Health And Dental: Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below: Level One – For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City’s monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two. Level Two - For employees hired on or after January 1, 2023, the City will contribute $2,054.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $80.17 per month towards dental insurance. Life Insurance: City employees receive Basic Life Coverage and have the option to purchase additional insurance. Tuition Reimbursement: Full-time employees are eligible for 100% reimbursement of the costs of tuition, registration fees, laboratory fees, and books to a maximum of $1,500 per fiscal year for work related coursework.
