Program Coordinator (Tobacco Retail Enforcement and Education)- Health Department

As a condition of employment all employees must pass a post offer criminal history background check, physical examination and drug screen. All employees must also submit proof of identity and employment eligibility.

Essential Job Functions

• Conduct compliance checks at tobacco retail establishments to verify adherence to the local Tobacco Retail License Ordinance and the Tobacco 21 policy.
  
• Conduct enforcement activities as part of the implementation efforts of the Ordinance, such as providing notice to retailers, assessing and collecting fines from retailers in non-compliance, etc.
  
• Train and manage young adult partners (18-20-year-olds) to assist in conducting compliance checks, including collaborating with young adult partners regularly and providing guidance and supervision as needed.
  
• Develop a system and process for documenting results of compliance checks and maintaining accurate records of retailer compliance, including the number of inspections completed and outcomes.
  
• Develop and implement educational materials for retailers to raise awareness about tobacco regulations and compliance.
  
• Communicate effectively with retailers, young adult partners, and other stakeholders to promote compliance with local tobacco laws.
  
• Stay up to date on local, state, and federal tobacco regulations to ensure accurate enforcement and education efforts.
  
• Collaborate with other Unified Government Departments, such as Business Licensing, to ensure prompt notice and streamlined communications with local tobacco retailers.
  
• Collaborate with the Tobacco Program Coordinator to submit quarterly progress reports to KDHE and support annual application to the Chronic Disease Risk Reduction grant.
  
• Support the Tobacco Program Coordinator on other local tobacco prevention efforts as part of the Chronic Disease Risk Reduction grant, including collaboration with local youth RESIST Chapters.
  
• Provide presentations and prepare an annual report about the Tobacco Retail Licensing program, sharing findings with interested stakeholders and the broader community.
  
• Maintain an understanding of the various processes, procedures, and policies of the Wyandotte County Public Health Department.
  
• Work collaboratively with Health Department staff to maintain a team environment and accomplish the tasks necessary to serve and support the community and the Health Department
  
• Attend meetings as required or requested.
  
• Maintain professional and cordial interactions with community partners and staff.
  
• Assume public health emergency role as necessary.
  
• Attend required Human Resources trainings and complete required annual trainings.
  
• Prioritize the promotion of health equity in all work.
  
• Other duties and responsibilities as assigned by management.
  

Qualifications

Bachelor's degree in public health, health education, environmental health, criminal justice, or a related field; and two years of related program experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Ability to work effectively with a wide range of constituencies, build consensus, and manage competing priorities. Program administration skills, including using Excel for recordkeeping, preparing and organizing documentation, attention to detail, and meeting deadlines preferred. Strong written and verbal communication skills. Ability to maintain composure under stressful situations, displaying tact and maintaining high levels of customer service. Ability to have and maintain a valid State of Kansas driver's license. Experience with any of these increases an applicant's competitiveness: Compliance or enforcement activities. Salary Range:

$27.54-$36.83/hr.
