About this Role:
The Analyst II will serve in a journey-level position as an independent management consultant, performing analytical and budgetary work for one or more departmental divisions. This includes developing, implementing, educating, providing customer assistance, monitoring, and maintaining the budgets for assigned divisions. This position will contribute to the development, implementation, and monitoring of the Department’s budget, impacting both the Fiscal division and the Department as a whole

Working Conditions
Typical work requires prolonged sitting using a computer, calculator and telephone. Works indoors in a high rise building and/or at home via telework. Understand, follow and enforce all safety rules and procedures.

Statement of Qualifications Requirement Section
Applicants must include a Statement of Qualifications (SOQ) for this recruitment. The SOQ is a narrative discussion, not a cover letter, prepared by the applicant describing how their skills, knowledge, abilities, education, training, and experience, qualify them for the position. The SOQ serves as documentation of the applicant’s ability to present information clearly and provide DHCS additional information about their experience and qualifications concisely in writing. The DHCS may not consider applicants who fail to provide an SOQ with their application. Resumes do not take the place of the SOQ.
The SOQ must be no more than two pages in length, double-spaced and using 12-point font. You must indicate your Full Name and Job Control Number at the top right corner.
- Describe how your education and work experience makes you qualified for this position. Provide specific examples demonstrating your skills and knowledge in fiscal analysis, budget development, and expenditure forecasting.
- De scribe your problem-solving ability, research skills, and verbal and written communication skills. Provide examples.
- Describe your experience working on multiple projects with tight deadlines. What were the challenges you encountered and how did you address them? What was the outcome?

Telework & Salary Information
Telework: This position is currently eligible for telework. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.
DHCS Financial Management Division operates under a hybrid telework model, which requires employees to work in the office, or report to headquarters, a minimum of four days during the workweek. The hybrid policy is subject to change, and additional in-office days may be required at management’s discretion.
All commute expenses to the reporting location will be the responsibility of the selected candidate.
The DHCS office location for this position is: 1500 Capitol Ave, Sacramento, California 95814.
Personal Leave Program (PLP) 2025 agreement
Salary: Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit.
