About this Role:
The Analyst II will serve in a journey-level position as an independent management consultant, performing analytical and budgetary work for one or more departmental divisions. This includes developing, implementing, educating, providing customer assistance, monitoring, and maintaining the budgets for assigned divisions. This position will contribute to the development, implementation, and monitoring of the Department's budget, impacting both the Fiscal division and the Department as a whole

Working Conditions


Typical work requires prolonged sitting using a computer, calculator and telephone. Works indoors in a high rise building and/or at home via telework. Understand, follow and enforce all safety rules and procedures.

This position is located in East End Complex (EEC) across the street from the California State Capitol Park and the Rose Garden. The EEC is walking distance to public transportation and near various eateries.

The Fiscal Program's Financial Management Division (FMD) works to accomplish DHCS's mission through fiscal integrity, transparency, and accountability of approximately $202.7 billion annually. This is accomplished by overseeing the financial operations of DHCS, including financial reporting, resource management, and budget development and oversight. FMD provides guidance and consultation to programs on funding needs, expenditures, including contracts and purchasing, and audit support, while ensuring funds are accurately reported.

Statement of Qualifications Requirement Section
Applicants must include a Statement of Qualifications (SOQ) for this recruitment. The SOQ is a narrative discussion, not a cover letter, prepared by the applicant describing how their skills, knowledge, abilities, education, training, and experience, qualify them for the position. The SOQ serves as documentation of the applicant's ability to present information clearly and provide DHCS additional information about their experience and qualifications concisely in writing. Telework & Salary Information


Telework: This position is currently eligible for telework. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS' Telework Program and Government Code sections 14200 - 14203. Telework is available to California residents, and proof of residency may be required.

DHCS Financial Management Division operates under a hybrid telework model, which requires employees to work in the office, or report to headquarters, a minimum of four days during the workweek. The hybrid policy is subject to change, and additional in-office days may be required at management's discretion.

All commute expenses to the reporting location will be the responsibility of the selected candidate.

Personal Leave Program (PLP) 2025 agreement
Salary: Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position's associated bargaining unit.
