Goldbelt Glacier supports programs administered through the BIA including social services, natural resources management, economic development, law enforcement and detention services, administration of tribal courts, implementation of land and water claim settlements, housing improvement, disaster relief, replacement and repair of schools, repair and maintenance of roads and bridges, and the repair of structural deficiencies on high hazard dams. Summary The Level II (Junior) acquisition support personnel, which is equivalent to the skills and experience expected of a GS-11 to GS-12 Contract Specialist, must be capable of supporting cradle-to-grave federal acquisitions across Construction, Architecture & Engineering (A&E), Supplies, and Services. This support will cross the IA enterprise but will primarily support the Division of Water and Power, under the Office of Trust Services. The Acquisition support personnel must possess foundational experience in federal contracting sufficient to work semi-independently while still operating under the oversight of senior acquisition officials. This is a remote position, but travel may be required. Responsibilities Essential Job Functions: Construction, A&E Services, Supplies, and General Services: Provide advice, recommendations, drafting, and document support to multiple offices in all areas of acquisitions, program management, and requirements development with a focus on Construction, A&E Services, Supplies, and Service acquisitions. Provide all necessary support, by working with BIA, BIE, AS/IA, and other Government customers, in a team environment, to review draft documents and assist customers to the extent necessary to produce executable acquisition strategies, contractible requirements, Statements of Work, and sound Independent Government Cost Estimates (IGCE). Coordinate with their client agencies on all requirement support services. Develop and use a system to accurately track and maintain information on Taskers and Requests for Information, keep track of and remind customers of suspenses, and coordinate with customers for current information to update status. Statements of Work/Specifications/Requirements Documents: Prepare pre-award documents such as Determinations and Findings (D&F), Single Source Determinations, Limited Source Determinations, and Justifications for Other Than Full and Open Competition (JOFOC) and other necessary contract file documents. All final decisions will be made by appropriate Government personnel. Guide the customer through the evaluation process and prepare written documentation to support either informal or formal evaluation procedures. Guide evaluators, with guidance from the CO, to identify pre-negotiation objectives and assist the CO with discussions with offerors. Acquisition Strategy Support: Provide advice and recommendations for all elements in acquisition plans—including approaches, options, strategies, risks, contracting methods, competition, sources, cost, and milestone schedules—for Construction, A&E, Supplies, and Service acquisitions. Research existing Government-wide contracts for available products and services. Evaluate different approaches to and sources for acquisition support. Research available suppliers and compare the services and costs of obtaining support from different providers. Assist with Economy Act applicability determinations. Independent Government Cost Estimates (IGCEs): Assist program offices in preparing IGCEs for Construction, A&E, Supplies, and Service requirements. Assistance may include research and analysis of past purchases of similar products or services, current market pricing, and other agency purchases of similar requirements. Market Research and Market Surveys. Assist in conducting market research to identify potential sources and contract vehicles for Construction, A&E, Supplies, and Service procurements. Potential sources should include socio-economic program participants (e.g., ISBEE, IEE, small businesses, small and disadvantaged businesses, HUBZone firms). Potential vehicles should include GSA Schedule vendors, Government-wide Agency Contracts, and other agency contract tools. Conduct market surveys and prepare written documentation of market research. Support program offices in documenting small business capability analysis. Prepare SAM.gov and other electronic posting announcements. Contract Administration. Assist the contracting office with contract award and administration for Construction, A&E, Supplies, and Service contracts. This includes providing guidance to the customer, recommending contract modifications, drafting modification documents, and performing any duties required to provide excellent contract administration support. Automated Systems Support. Plan, deploy, upload, and maintain business systems, including FBMS support and intranet, SharePoint, and internet sites. Provide expert advice to users on DOI-wide electronic acquisition systems. Collect and analyze acquisition data, including FPDS-NG reporting data. Qualifications Necessary Skills and Knowledge Working-level proficiency with the Federal Acquisition Regulation (FAR) and the Department of the Interior Acquisition Regulation (DIAR), including requirements related to the Buy Indian Act and how its mandates are implemented through acquisition strategies and contractual mechanisms. Experience supporting multiple requirement types, including Construction, A&E, Supplies, and Services—consistent with IA acquisition operations that manage all such categories. Functional experience using PRISM, the IA contract-writing system, to perform acquisition-specific tasks such as drafting solicitations, assisting with awards, executing modifications, and supporting terminations or closeouts. Minimum Qualifications Bachelor’s degree or equivalent experience. Three (3) years' relevant experience. Ability to travel if needed. Required to successfully pass a federal background investigation. Preferred Qualifications Draft and refine acquisition documents (SOWs, PWSs, IGCE inputs, solicitation components) with supervisory guidance. Conduct market research and assist with small business considerations. Support evaluation activities and documentation. Assist Contracting Officers and CORs with routine contract administration actions across Construction, A&E, Supplies, and Services. Navigate and complete tasks within PRISM with limited oversight.
