About Westville Correctional Facility :

Westville Correctional Facility is a multi‑level security facility located in Westville, Indiana, with a capacity of more than 3,400 incarcerated adult males. Originally built as a state hospital, the campus was converted to a correctional facility in 1979. The institution offers numerous programs focused on education, re‑entry, and community service. Partnerships include Gold Standard Truss, which operates a truss manufacturing site on facility grounds, and the Moreau College Initiative through the University of Notre Dame and Holy Cross College. Role Overview:  

The Regional Training Specialist designs, establishes, and administers training programs for their assigned region, overseeing the administration, implementation, and evaluation of New Employee Training, On‑The‑Job Training, and specialized training. They recruit and supervise trainers, adjunct trainers, and subject matter experts with minimal supervision while reporting to the Regional Training Manager within the Division of Workforce Engagement. The specialist is responsible for the quality, delivery, and documentation of all training programs in their region, while Facility Heads maintain administrative supervision of training staff within their facilities. They also follow established guidelines for budget preparation and management, departmental policies, State and Federal laws, and ACA standards.

Salary:

A Day in the Life:

The essential functions of this role are as follows: 

• Monitor key performance indicators and program objectives to ensure program effectiveness. 
• Assist in developing, updating, and monitoring all policies and procedures related to the program area. 
• Interpret and explain policies, rules, regulations, or laws to leadership or customers. 
• Implement corrective action plans to solve program problems.
• Answer customer questions about program policies and procedures. 
• Act as technical consultant to stakeholders to clarify and interpret policies and procedures.
• Analyze, prepare and disseminate monthly and annual program reports.
• Prepare and disseminate monthly and annual program reports. 
• Review the budget to ensure program assets are allocated appropriately provide budgetary recommendations to improve program area finances.
• Monitor compliance and make recommendations to the program to increase efficiencies. 
• Prepare training materials and train agency employees on program requirements and usage. 
• Deliver communication plans and communications. 
• Serve as a liaison between agency and other state and federal agencies. 
• Serve on management committees or other governing boards.
• Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development. 
• Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

• Specialized knowledge in program subject matter obtained through experience and/or education.
• Specialized knowledge of program area including pertinent rules and regulations. 
• Working knowledge of all source materials and references including federal and state laws governing the programs. 
• Ability to implement new principles and policies and discern any far-reaching implications. 
• Ability to communicate effectively, both orally and in writing.
• The ability to apply general rules to specific problems to produce answers that make sense. 
• Ability to work effectively with a wide variety of stakeholders. 
• Working knowledge of accounting and budget principles. 
• Ability to establish and maintain a working-relationship with staff and offenders. 
• Ability to delegate work, set clear direction, and manage workflow. 
• Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.
