Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Facilities and Asset Management (OFAM), Operational Support Facilities Division (OSF), Field Operations Facilities (FOF), Program Management Office located in Tucson, AZ. OSF is responsible for overseeing the planning, construction, maintenance, repairs, operations, and sustainment of OFAM's facilities pertaining to the Office of Air and Marine, the United States Border Patrol, and the Office of Field Operations to enable the CBP and DHS missions of protecting America and its citizens while facilitating legitimate trade and travel. This position starts at a salary of $128,162.00 (GS-14, Step 1) to $166,615.00 (GS-14, Step 10). GS Salary: Visit this link to view the locality pay tables by geographic area. As a Program Manager typical duties include the following: Directing the services of a program segment that are professional, technical, and/or administrative in nature. Directing a program segment that performs a variety of diverse programs and/or services that are professional, technical, and/or administrative in nature. Providing technical direction in project management, team building, facilitation, process improvement analysis, and the methodology required to develop and substantiate a business case for the selected project. Developing detailed plans, tasks, milestone dates, and schedules to ensure proper sequencing of events and tracking of processes and costs throughout program/project lifecycle. Qualifications Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Defining goals and objectives needed to maximize performance of a long-term program; Collaborating with key individuals throughout the Program Offices across CBP and other components within DHS; Managing resources for projects, programs or program segments and approving multi-year work plans; Providing technical advice on strategic issues. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/03/2026.
