Public Works Operations Manager

The City of Jurupa Valley is seeking an experienced operations leader with a background in construction, inspections, and/or public works maintenance. The ideal candidate will bring strong maintenance experience, along with the ability to lead staff, manage daily operations, coordinate contractors, and improve service delivery. This position will play an important role in aligning and strengthening the City's maintenance operations to better meet the needs of the community.

Under general direction, manages and coordinates the City's public works field operations programs, services, and activities including street maintenance, sidewalk maintenance, street scape landscape, weed abatement, street sweeping, storm drainage, graffiti maintenance, parks, building and facility maintenance, fleet management, street lighting, traffic operations, and paint and sign maintenance; procures and monitors contracts for services; coordinates activities with other departments and outside agencies; and performs other related duties and responsibilities as required.

This single position class is responsible for planning, scheduling, managing, and evaluating the day to day operations of the field operations staff, programs and activities. The incumbent is responsible for accomplishing division objectives and goals within guidelines established by the Director of Public Works, City Manager, and City Council. Assignments are broad in scope and allow for a high degree of administrative discretion in their execution. This class is distinguished from the Public Works Maintenance Supervisor in that the later serves as the first line supervisor in the field, while the Public Works Operations Manager has over-all responsibility for the Division.

Receives general direction from the Director of Public Works. Exercises direct and/or general supervision over assigned staff field operations staff.

Essential duties and responsibilities may include, but are not limited to, the following:

Assumes management responsibility for all the Public Works Field Operations Division programs, services, and activities including street sweeping, storm drainage, street maintenance, graffiti maintenance, parks, building and facility maintenance, fleet management, street lighting, traffic operations, paint and sign maintenance.

Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends, within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.

Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors work load, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and recommends to the Deputy Director of Public Works/Assistant City Engineer; directs the implementation of improvements.

Plans, directs, coordinates, and reviews the work plan for the division; meets with staff to identify and resolve problems; assigns work activities, projects, and programs; monitors work flow; reviews and evaluates work products, methods, and procedures.

Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies.

Develops bid specifications for maintenance projects, and participates in the selection of contractors; oversees assigned contract services, maintenance, and construction activities; administers provisions and specifications of contracts.

Manages and participates in the development and administration of the departmental annual budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs and implements adjustments as necessary.

Directs the monitoring of and approval of expenditures; reviews and monitors all purchase orders; monitors and controls supplies and equipment.

Serves as liaison for the division with other City departments, divisions, and outside agencies; negotiates and resolves significant and controversial issues.

Provides responsible staff assistance to the Deputy Director of Public Works/Assistant City Engineer; prepares and presents staff reports and other necessary correspondence; prepares City Council agenda reports, ordinances, resolutions, and agreements.

Conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to assigned public works maintenance and construction programs, policies, and procedures as appropriate.

Participates on a variety of boards and commissions; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public works maintenance and construction.

Oversees the repair and maintenance of the City's fleet, heavy equipment, and related power equipment; coordinates the purchase and replacement of equipment as required; makes recommendations for the purchase of new equipment, and assists in the preparation of equipment specifications.

Receives and investigates citizen complaints and requests; determines and ensures appropriate disposition; investigates and reports on matters related to claims made against the City; monitors work completed.

Directs and monitors regulatory compliance for assigned division.

Performs related duties and responsibilities as required.

Knowledge of: administrative principles and practices, organization and management practices, leadership and team interaction, municipal government administration, public agency budgetary and contract administration, citywide administrative practices, risk management, public works program development and administration, engineering and construction, construction, maintenance, cleaning, and repair of public works, materials and labor costs, safety practices, public contacts, contract negotiations, business correspondence, information distribution, recent developments, technical and administrative reports, customer service, employee supervision, English language, modern equipment and communication tools, city and mandated safety rules, regulations, and protocols.

Experience and training guidelines: minimum of five (5) years of increasingly responsible management and/or administrative experience in public works maintenance, construction, and contract administration, including two (2) years at a supervisory level. Equivalent to a Bachelor's degree from an accredited college or university with major course work in Engineering, Architecture, Construction Technology, or related field. A Master's degree in a related field is highly desirable. Four (4) years of progressively responsible, directly related work experience in public works, construction, inspections, maintenance, or field operations may be substituted for the required education. Possession of a State of California driver's license and proof of insurance. Employee in this class may be required to work extended hours including evenings and weekends.

Environmental Conditions: Employees in this class generally work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing City-wide policies and procedures.

Physical Demands: Must possess mobility to work in a standard office setting including use of standard office equipment, including a computer; and to operate a motor vehicle to visit various City development and meeting sites. Vision is required to read printed materials and a computer screen. Hearing and speech is required to communicate in person, before groups, and over the telephone. Touch is required in order to handle documents, and use a computer. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Must be able to sit for prolonged periods of time. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 20 pounds.

Career Progression: From Public Works Operations Manager to Deputy Public Works Director/Field Operations or Deputy City Manager.
