Oregon’s nonpartisan Legislative Policy and Research Office (LPRO) seeks a recent graduate to participate in an exciting legislative analyst fellowship program. LPRO is recruiting a fellow for the 2027 calendar year .
About the opportunity:
LPRO offers a front-row seat to Oregon’s decision-making process. The LPRO legislative analyst fellowship is designed to provide early-career policy professionals with exposure to the state’s legislative process, experience performing the work of a nonpartisan legislative analyst, and mentorship to support professional growth.
The LPRO legislative analyst fellowship is a 12-month limited-duration position beginning in January 2027. It is designed for a recent graduate of a master’s, PhD, JD, or professional program in public policy, public administration, law, or a field related to one of the following policy areas:
- Education
- Housing, homelessness, and land use
- Maternal and child health
- Public health, specifically substance use disorder prevention
The work assigned to the fellow will provide a survey of the essential duties of a legislative analyst and offer learning opportunities in committee administration, workgroup management, policy research and development, and participation in internal LPRO projects. The fellow will work collaboratively with colleagues and be assigned a mentor to provide professional growth and networking opportunities.
The LPRO legislative analyst fellowship allows for a hybrid work schedule. During the legislative session (January to June), the fellow will work in person in the Capitol building Monday through Friday. During the interim (July to December), the fellow will work in the office on Wednesdays and may be required to be in the office more depending on work assignments and legislative needs.
About the office:
LPRO’s mission is to provide professional, nonpartisan staffing, analysis, and research that support and inform the policymaking process. LPRO supports legislators, committees, and task forces with committee management, nonpartisan research, and language interpretation services. Our priority is to ensure that Oregon’s legislature has access to relevant and timely information on public policy issues of interest to the state.
The ideal candidate:
The ideal candidate for the LPRO legislative analyst fellowship has a background in one or more of the identified policy areas and is interested in learning about those issues in Oregon. They are familiar with Oregon’s state government structure, eager to learn, and committed to pursuing a career in public policy. They excel in a collaborative team environment, are flexible and nimble in the face of change, and can serve people with different perspectives and goals. The ideal candidate is well organized, able to exercise independent judgment and discretion, and has excellent written and verbal communication skills.

MINIMUM QUALIFICATIONS
- Bachelor’s degree (four-year college or university)
- Have earned a graduate degree within five years of applying in public policy, public administration, law, or a field related to one or more of the following policy areas:
- Education
- Housing, homelessness, and land use
- Maternal and child health
- Public health, specifically substance use disorder prevention
OTHER REQUIREMENTS
- Strong desire to learn about the legislative process through hands-on experience
- Demonstrated ability to work effectively in a nonpartisan role and serve individuals with differing political and policy perspectives
KNOWLEDGE, SKILLS, AND ABILITIES
The successful candidate for the LPRO legislative analyst fellowship will have the following at the start of the fellowship:

- The salary in this job posting reflects the base salary without contributions to the Public Employee Retirement System (PERS). Employees eligible for PERS will have their salary increased by 6.95% and 6% will be automatically subject to a mandatory employee contribution to PERS.
