Business Systems Analyst (Modernization)

Requirements

• 3 or more years of experience in business systems analysis and public sector modernization programs.

• Proficiency in business process mapping, as-is and to-be workflow modeling, and functional specification design.

• Experience with user story development, business rules documentation, and Requirements Traceability Matrices (RTM).

• Experience in User Acceptance Testing (UAT), test scenario creation, and defect validation.

• Experience with relational databases, cloud-based data platforms, and data governance standards.

• Experience in change management, stakeholder workshop facilitation, and train-the-trainer documentation.

• Excellent verbal and written communication skills.

Responsibilities

• Elicit, analyze, and document business and technical requirements across enterprise modernization initiatives.

• Translate stakeholder input into detailed process flowcharts, user stories, business rules, and functional descriptions.

• Author and maintain current-state and future-state workflow maps, standard operating procedures, and system summaries.

• Maintain end-to-end requirements traceability across the complete software development lifecycle.

• Formulate User Acceptance Testing (UAT) test cases, monitor test runs, and log defect resolution findings.

• Create end-user training guides, job aids, and train-the-trainer instructional modules to support system adoption.

• Facilitate discovery workshops and consensus-building sessions with technical architects, engineers, and vendors.
