Most EMS organizations split clinical education, competency verification, and quality improvement across three people — and the work falls through the cracks between them. We don't. This role owns all three.

As Clinical Education & Quality Manager, you own what our clinicians are taught, whether they can demonstrate competence, and whether the care actually delivered in the field meets protocol and standard of care. You'll design and deliver the training, verify competency, audit performance through the QA/QI program, and close the loop by feeding what you find back into curriculum and protocol revision — across every station and every license level, EMT through Critical Care Transport RN.

This is a leadership position, but it is not a desk job. You'll keep an active patient care role, precept in the field, and staff a CCT unit when operational need requires. Credibility here is earned at the bedside as much as in the classroom.

You can hold this role as a Registered Nurse or as a Critical Care Paramedic. Both pathways carry identical authority and the same salary range. See Qualifications below.

What you'll own

Clinical education

• Build and run new hire orientation for every discipline, including a dedicated RN pathway into the transport environment
• Own the continuing education program so clinicians can meet WA DOH, NCQAC, and national certifying body requirements internally
• Publish monthly training calendars; maintain the LMS and all course content
• Write, administer, and score written and practical exams
• Run the FTO program — select, train, calibrate, and evaluate Field Training Officers — and precept in the field yourself

Clinical quality

• Own the clinical side of the Quality Improvement Plan and serve as QI Coordinator
• Design and run the chart review program: audit filters, sampling methodology, protocol compliance tracking, and trending by clinician, station, crew configuration, and call type
• Investigate clinical referrals, complaints, and occurrence reports; separate individual performance problems from system problems and route each correctly
• Build remediation plans, deliver targeted retraining, verify correction, and document outcomes
• Design and administer annual competency assessments, including critical care skills — hemodynamic monitoring, ventilator management, vasoactive infusions, advanced airway, blood products, and device transport

Clinical program leadership

• Standardize the CCT program across all stations so practice, documentation, and equipment configuration don't depend on which crew or location a patient gets
• Serve as the clinical escalation point for RN, Paramedic, and EMT staff
• Partner with the Medical Program Director on protocol development, annual review, and revision — and own rollout, training, and attestation for every change
• Support the controlled substances program: reconciliation procedures, record audits, staff training, and variance coordination
• Evaluate clinical equipment and make procurement recommendations

People and compliance

• Supervise Training Specialists, Training Coordinators, and Field Training Officers
• Keep every clinician's licenses, certifications, and credentials current, and catch lapses before they affect staffing
• Maintain auditable training, competency, and CE records
• Serve as clinical liaison to WA DOH Office of EMS & Trauma System, the county MPD, regional EMS councils, receiving facilities, and partner agencies
• Maintain compliance with WAC 246-976, applicable RCW provisions, and accreditation standards

Qualifications

Meet every requirement of one pathway, plus everything under Required of All Candidates. Placement within the salary range is based on qualifications and experience — not on which pathway you hold.

• Current, unrestricted Washington State RN license, or eligibility for licensure by endorsement before your start date
• BSN, or an ADN plus a bachelor's in a related field, or an active commitment to BSN completion within 24 months of hire
• Three+ years of critical care nursing in ICU, ED, or equivalent high-acuity setting, including at least one year in critical care transport (ground or air)

• Current, unrestricted Washington State Paramedic certification under WAC 246-976, with county MPD approval to practice at the critical care or expanded scope level (or documented eligibility before start date)
• CCP-C or FP-C through the IBSC, or documented completion of an accredited critical care paramedic program such as CCEMTP — required at hire, no grace period
• Associate's degree required; bachelor's in EMS, Education, Healthcare Administration, or a related field preferred, or an active commitment to completion within 24 months
• Five+ years as a certified paramedic, including three+ years in critical care or specialty care transport

Requirements

• Two+ years in clinical education, training officer, preceptor, or clinical QI work — or three+ years directly supervising clinical staff
• Current BLS, ACLS, and PALS. NRP and TNCC, TCAR, or equivalent trauma certification within six months of hire
• ICS-100 and ICS-200 within 90 days of hire
• Valid driver's license and acceptable driving record

• CFRN, CTRN, or CCRN (Pathway A); TP-C or additional IBSC certification (Pathway B)
• Dual credentialing — RN plus Washington State Paramedic, in either order
• CAMTS/CAAS accreditation preparation or survey experience
• Master's in Nursing, Education, Healthcare Administration, or Public Administration
• Formal instructor credentials — AHA Instructor, EMS Instructor, or an accredited train-the-trainer program
• Prior experience writing or revising EMS patient care protocols under physician oversight

Both pathways hold full authority over clinical education, quality improvement, protocol coordination, credentialing, competency program design, and staff supervision for all disciplines. A candidate hired under Pathway B does not hold RN scope of practice; RN-specific competency validation, preceptorship, and practice determinations are delegated in writing to a designated RN Clinical Educator, RN Field Training Officer, or the Medical Program Director. That delegation does not reduce your accountability for designing, scheduling, documenting, and following through on those programs.

Wages:

The estimated annual compensation is $145,000 - $175,000 annually
