Across the Mid West Region supporting a federal agency within the Dept of Defense whose geo area encompasses a vast geographic region that includes all or parts of ten states: Colorado, Iowa, Kansas, Minnesota, Missouri, Montana, Nebraska, North Dakota, South Dakota, and Wyoming to provide critical engineering services to strengthen national security, support economic growth, and mitigate disaster risks focusing on flood management, environmental restoration, and military construction across the Missouri River Basin. The USACE NWO mission is to deliver vital engineering solutions, in collaboration with partners, to secure the nation, energize the economy, and reduce disaster risks by focusing on a diverse array of missions, including flood risk management, navigation, hydropower, environmental restoration, and regulatory oversight. Seeking UXO Quality Control Supervisor candidates with relevant Environmental Management Sector Experience (functional and technical area expertise also ideal) to support professional services engagement for Environmental Management Sector Clients such as USACE. This as a Technical Element or Contract W‑2 (IRS‑1099) Position and ProSidian reserves the right to convert to a Full‑Time ProSidian employed W‑2 Position.
JOB OVERVIEW
Provide services and support as a Environmental Remediation Services (ERS) (UXO Quality Control Supervisor) in the Environmental Management Industry Sector focusing on Environmental Services Solutions for clients such as Department of Defense (DoD – USACE) | U.S. Army Corps of Engineers, Northwestern Division, Omaha District (USACE NWO) Area of Responsibility (AOR) Generally Located In CONUS – Ten (10) States: Colorado, Iowa, Kansas, Minnesota, Missouri, Montana, Nebraska, North Dakota, South Dakota, and Wyoming and across the Mid West Region.RESPONSIBILITIES AND DUTIES
Responsibilities and Duties: Ensure all UXO operations comply with quality standards and project specifications. Conduct regular inspections and audits of UXO activities to verify adherence to safety and operational protocols. Review and approve UXO documentation, including inspection reports, disposal records, and safety logs. Identify areas for improvement in UXO processes and recommend corrective actions. Work closely with the Senior UXO Supervisor and UXO Safety Officer to ensure integrated quality control and safety measures. Maintain documentation and uphold quality control in UXO operations. Unexploded Ordnance Qualified Personnel: The Senior Unexploded Ordnance Supervisor (SUXOS), Unexploded Ordnance Safety Officer (UXOSO), and Unexploded Ordnance Quality Control Supervisor (UXOQC) (Resumes may be required at the task order level) shall be employees of ProSidian Consulting (The Prime Contractor) or submit a Letter of Commitment signed by the UXO employee at the time of Task Order RFP. The designee shall be qualified IAW DDESB TP 18. UNEXPLODED ORDNANCE TECHNICIAN (UXO): A UXO Technician is responsible for the detection, identification, risk assessment, and safe disposal of unexploded ordnance and explosive remnants of war. Senior Unexploded Ordnance Supervisor (SUXOS): Oversees all UXO operations on a project site, ensuring compliance with safety and operational standards, and managing the UXO team. Unexploded Ordnance Safety Officer (UXOSO): Responsible for enforcing safety protocols, conducting safety briefings, and ensuring all UXO operations are performed safely and in accordance with regulations. Unexploded Ordnance Quality Control Supervisor (UXOQC): Oversees and verifies the quality of UXO operations, ensuring all activities meet the required safety and operational standards. These roles are critical in projects involving the handling and disposal of unexploded ordnance, particularly in ensuring safety, operational efficiency, and compliance with relevant standards and guidelines such as those outlined in DDESB TP 18. Department of Defense (DoD) Explosives Safety Board Technical Paper 18 (DDESB TP 18) stands for. DDESB TP 18 is a guideline document published by the DoD that provides standards and procedures for the qualification and training of personnel involved in Unexploded Ordnance (UXO) operations. DDESB TP 18 serves as the authoritative guideline for qualifying UXO personnel, ensuring they have the necessary skills and knowledge to safely conduct ordnance disposal and related tasks. Importance: This technical paper is crucial for maintaining safety standards in environments where unexploded ordnance or other explosive hazards are present, reducing the risk of accidents and ensuring compliance with DoD safety protocols. Key Points about DDESB TP 18: Purpose: The document sets forth the minimum qualifications, training requirements, and experience necessary for UXO personnel to ensure safe and effective operations in explosive ordnance disposal (EOD) and related activities. Content: Contains detailed information on the different levels of UXO technicians, supervisors, and safety officers, specifying required certifications, experience, and training for each role. Compliance: Adherence to TP 18 is mandatory for all UXO operations conducted by or on behalf of the Department of Defense. It ensures personnel are adequately trained and qualified to handle explosives safely and effectively. Desired Qualifications Standard Qualifications: Strong background in UXO operations with specific experience in quality control. Familiarity with quality assurance/quality control (QA/QC) processes in high‑risk environments. Knowledge of relevant DoD standards, including DDESB TP 18. Education / Experience Requirements / Qualifications 7+ years in UXO quality control; certifications such as UXO Technician III or IV required. High school diploma or equivalent. Education: High school diploma or equivalent; additional training in quality control or related fields is beneficial. Experience: At least 7 years of experience in UXO operations, with 3 years in a quality control role. Skills Required Skills Required: Quality control, inspection techniques, documentation, attention to detail. Professional Licensure: UXO Technician III or IV certification, Quality Control Certification. Keen attention to detail and strong analytic skills. Excellent oral and written communication skills. Proficient with Microsoft Office Products (Microsoft Word, Excel, PowerPoint, Publisher, & Adobe). Ancillary Details Of The Roles Permits/Licenses: Team ProSidian shall obtain permits and licenses necessary to conduct the work required by this contract, including, but not limited to, environmental permits, building permits, discharge permits, Nuclear Regulatory Commission (NRC) or state licenses for radiation activities, and Department of Transportation (DOT) permits for transport of Munitions and Explosives of Concern (MEC) and Hazardous, Toxic and Radioactive Waste (HTRW) on public highways.
