Job Description and Duties
Under the general direction of the Chief Counsel, the Attorney Supervisor provides day-to-day oversight of legal functions within the Emergency Medical Services Authority (EMSA). This is a working supervisor position responsible for supervising attorneys and legal support staff while also performing complex and sensitive legal work. The incumbent advises executive leadership on critical legal and policy matters, manages litigation strategies, and ensures compliance with all applicable laws and regulations.
This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with EMSA's Telework Policy. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 4.62% in exchange for 8 hours of leave credits through October 2026. Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Experience in performing a wide variety of legal work with varying levels of complexity, and the ability to independently handle complex and sensitive legal cases.
- Experience in assisting in planning, organizing, directing, or coordinating the work of legal staff.
- Supervisory experience or service as a lead attorney of a team.
- Member of the State Bar of California (Applicants must have active membership in the State Bar before they will be eligible for appointment.)
- Knowledge of and/or experience in oral advocacy, administrative adjudications, or civil litigation.
- A collegial and professional attitude.
- Have knowledge of:
- Legal principles and precedents and their applications to the most difficult, complex, and novel legal problems, especially regarding statutory construction.
- The organization, purposes, functions, and operation of EMSA and the branches of federal and California government.
- Have the demonstrated ability to:
- Efficiently conduct the most complex and difficult legal research to ensure accurate advice and recommendations.
- Prepare and present statements of complex facts, law, and argument clearly and logically in written and oral form.
- Review voluminous incoming and outgoing legal correspondence in a variety of subject areas.
- Work effectively, independently and with teams, under high pressure to deliver high-quality legal work in a timely manner, while maintaining a professional and courteous demeanor internally and when working with the public.
