The Payroll Analyst I performs, analyzes, and audits a variety of complex accounting duties in the preparation, processing, reconciliation, and maintenance of all payroll functions for Health First Shared Services, Inc. and its affiliates, maintaining the highest level of compliance, efficiency and quality while minimizing operational risk. Under minimal direction of Payroll leadership, The Payroll Analyst I examines, investigates, and resolves payroll related issues and make technical decisions requiring the application and interpretation of data, facts, procedures, policy, and law.

Primary responsibilities include:

• Processing high volume, biweekly, healthcare payroll accurately using Health First's time and attendance and financial systems; analyzing, reviewing and auditing entered data for inefficiencies and errors. Reconciling and resolving complex payroll processing and associate payroll issues to ensure smooth payroll processing, adhering to strict deadlines.
• Conducting regular audits to review and evaluate all payroll and Human Resources (HR) data, identifying discrepancies, inefficiencies, or reporting errors to ensure payroll reporting and payments are compliant with Health First policies, generally accepted accounting principles, and federal, state, and Internal Revenue Service (IRS) regulations. Determine appropriate action within defined guidelines and process appropriate corrections to ensure accuracy and maintain compliance. Discuss significant errors with Payroll leadership as needed.
• Analyzing, verifying, and processing payroll corrections to prior pay periods to ensure hours, shift differential, overtime, incentive pay, and approvals are accurate and post to the associate timecard correctly.
• Evaluating, building and maintaining individual security profiles for timekeepers in Kronos based on associate level, department access, and approval status and updating the Master List and Outlook Group with appropriate revisions.
• Monitoring, processing and auditing a variety of data and transactions, including adjustments, deductions, tax changes, direct deposit changes, daily HR changes, and termination changes.
• Assisting senior analysts in the maintenance of records and management of payments for a variety of unique compensation plans provided to associates for onboarding, continuing education, step progression, and additional staffing. Help validate payments and terms for work commitment based on agreements, calculate and reconcile associate re-payments for monies owed back to the organization and provide HR with pertinent data on terms, transfers, and status changes.
• Participating in detailed testing of all Payroll applications when upgrades occur in payroll software or new systems are implemented. Work closely with Payroll team to analyze data for accuracy and identify potential issues.
• Maintaining updated manuals, instructions, and standard operating procedures as they pertain to payroll related matters. Use for cross training and as a reference tool to provide ongoing training and education to customers to ensure compliance with Health First policies, federal regulations, and best practices.
• Helping research and resolve payroll related problems or questions by collecting and analyzing information. Provide exceptional customer service by responding to inquiries and communicating detailed explanations of basic payroll calculations regarding wages, deductions, taxes, and deposits.
• Aiding in the preparation of payroll information or reports using a variety of software applications and distribute to internal or external customers as required. Prepare Payroll records for storage in accordance with Health First policies and record retention requirements.
• Assisting as needed with external financial statement audits and retirement benefit audits to evaluate internal controls, facilitate risk assessment, and ensure the integrity and accuracy of Payroll and HR data being processed.
• Supporting Payroll leadership on special projects, functions, reporting and other specialized functions needed for further growth within department. Providing ongoing feedback on work assignments and potential issues that require further attention.

Minimum qualifications include:

• Associate degree.
• One (1) year comprehensive payroll experience, or related experience in Accounting, Finance, or Business.

• High School Diploma and an additional two (2) years' payroll experience.
• Basic knowledge of federal and state wage and hour laws and regulations, federal payroll tax regulations.
• Ability to retain continued education and familiarity on all Benefit and Compensation policies and practices, all federal and state regulations, and industry standards related to payroll to ensure accuracy and compliance.
• Knowledge of payroll tax withholding, voluntary deductions, and general accounting requirements related to Payroll administration.
• Strong analytical, mathematical, and reconciliation skills, with a high degree of accuracy and detail required.
• Ability to learn quickly, take initiative, and work independently and as a team member, offering assistance whenever possible.
• Strong organizational skills, attention to detail, and the ability to work well under pressure while successfully managing competing priorities and ensuring deadlines are met.
• Ability to build relationships, effectively communicate (both written and oral), and successfully work across all organizational departments and levels, ensuring high level of customer support and positive interactions, while maintaining a required level of confidentiality.
• Solid computer skills in MS Office Suite and other software and platforms relevant to perform role.

Preferred qualifications include:

• Associate degree in accounting, Finance, Business, or a relevant field.
• Experience in Federal, State, or Local tax work.
• Prior in-house, high-volume payroll within the healthcare environment.
• Certified Public Accountant (CPA) licensure in the State of Florida.
• Expertise in working with Kronos, Peoplesoft systems.
• Knowledge of regulatory requirements in the U.S. for employment, compensation, and benefits.
• Familiarity of sponsored and elected benefits in relation to payroll.

Physical requirements include:

• Majority of time involves sitting or standing; occasional walking, bending, and stooping.
• Long periods of computer time or at workstation.
• Light work that may include lifting or moving objects up to 20 pounds with or without assistance.
• May be exposed to inside environments with varied temperatures, air quality, lighting and/or low to moderate noise.
• Communicating with others to exchange information.
• Visual acuity and hand-eye coordination to perform tasks.
• Workspace may vary from open to confined.
• May require travel to various facilities within and beyond county perimeter; may require use of personal vehicle.
