Talent Acquisition Manager

The Human Resources Department is hiring a full-time (40hours weekly), exempt Talent Acquisition Manager to join our team. The purpose of this position is to perform diverse professional Human Resources duties of an advanced and specialized nature in planning, coordinating, and overseeing the Talent Acquisition process through drafting job postings, consulting with hiring managers on recruiting strategies.

Projected Salary Range/Grade 123: $76,952.07 - $92,342.48, salary is determined based on experience and education. Work Schedule: Monday – Friday, 8:00 am -5:00 pm Duties and Responsibilities:

• Calibrates job qualifications, job descriptions and screening criteria to align expectations and selection criteria. Partners with hiring teams and interview panels to establish and ensure clear expectations of hiring process, timeline, and roles. Collaborates and partners with hiring managers in the development and implementation of interview processes, questions, and materials.
• Achieves staffing objectives by sourcing, recruiting, and evaluating job candidates; shepherding the interview and selection process; and providing direction and counsel to hiring teams on staffing strategies.
• Actively participates as a member of the interview panel throughout the interview process. Provide subject matter expertise in areas of employment laws/ regulations, defensible selections, pre-employment screening and issues related to diversity, equity, and inclusion.
• Maintains compliance with all pre-employment contingencies, processes and documentation. Maintains recruitment records, including interview notes, related paperwork, offer details, and pre-employment records.
• Coordinates with compensation to develop viable offers, obtain requisite approvals, extend and negotiate offers and nurture the candidate from acceptance through to onboarding. Helps bring our employer branding concept to life through diverse networks and channels.
• Manages the on-boarding process of each new hire recruited and coordinates the scheduling of orientation and other on-boarding meetings.
• May assist with performance reviews, payroll, time management for employees, employee verifications, procurement cards, and other special projects as needed.
• Successfully sources and attracts a viable pool of qualified candidates by conducting research on and outreach to professional organizations/associations, community services, colleges, employment agencies, recruiters, and job sites, attending job fairs, coordinating staffing events and making presentations.
• Builds and maintains rapport with applicants sufficient to ensure an open dialog, to establish a candidate pipeline, and to successfully convert selected candidates to new hires.
• Builds and reinforces a positive employment brand, crafting and fine-tuning a consistent brand message; recommending new policies and practices to support the message; monitoring job offers and compensation practices; and emphasizing benefits and perks. Help bring our employer branding concept to life through diverse networks and channels.
• Develops and conducts training related to recruiting and selection practices, issues, and policies.
• Driving requirement is needed to attend numerous job fairs and employee meetings at various locations.
• Performs related work as assigned.

Minimum Education and Experience:

• Bachelor's Degree in Human Resources, Public or Business Administration or related discipline.
• Three (3) years of experience in human resources, talent acquisition or related field or an equivalent combination of education, training and experience.

Special Certifications and Licenses:

• Required to possess and maintain a valid state driver's license.
• SHRM-CP /SHRM-SCP or IPMA-CP / IPMA-SCP certifications are preferred.

• Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
