DCAS Human Capital (HC) oversees New York City’s Civil Service system, ensuring the City’s workforce operates with fairness, integrity, and accountability. HC manages the development and administration of civil service exams, providing City agencies with the foundation to staff critical roles across government. Beyond exams, HC shapes and implements citywide policies, drives professional development and training programs, and ensures compliance with civil service law and other regulatory requirements, enabling City agencies to deliver essential services effectively and reliably. The Exam Development Group, within the Bureau of Examinations, is responsible for collaborating with City Agencies in the development of civil service exams for competitive class titles. The group works with City Agencies’ subject matter experts (SMEs) to conduct in‑depth job analyses. The analyses are used to develop rating guides and questions that may appear on civil service examinations and to determine candidate eligibility for the respective civil service title. The Bureau of Examinations seeks to appoint one Tests & Measurement Specialist Level 02 to work in the Exam Development Group. Responsibilities Conduct field observations and interviews to identify the essential functions of job titles. Create and administer job analysis questionnaires and link surveys. Analyze questionnaire and survey data to create test plans. Develop, administer, and rate tests for employment and promotion in a variety of NYC government agencies under DCAS jurisdiction, and other City agencies including Health + Hospitals and CUNY. Minimum Qualifications A master’s degree in psychology or a related field from an accredited college including or supplemented by at least 12 credits in any combination of tests and measurement, statistics, research, personnel psychology, and computers. Completion of at least 45 credits toward a master’s degree in psychology or a related field from an accredited college including or supplemented by at least 12 specialized credits as described in item 1. A baccalaureate degree in psychology or a related field from an accredited college including or supplemented by at least 12 specialized credits as described in item 1, and two years of satisfactory full‑time professional experience in the development of personnel selection tests. Education and/or experience equivalent to items 1–3. However, all candidates must possess a baccalaureate degree from an accredited college and the 12 specialized credits as described in item 1. To be eligible for placement in Assignment Level II or III, individuals must have, after meeting the minimum requirements, either one year of experience in performing professional testing and measurement work, or possess a doctorate in psychology, statistics, educational research, or a related field. Preferred Skills Ability to organize work and provide a high level of time management and planning. Possess excellent and effective communication skills (written and oral), including the ability to understand and be understood in English. Strong attention to detail. Ability to compile, prepare, and analyze reports using electronic databases. Strong desire to work with diverse groups of people to creatively develop exams. Strong computer skills, including experience with the Microsoft Suite and SPSS. Comfortable working in a fast‑paced and dynamic work atmosphere to successfully handle multiple activities. Ability to work well within a team, meet deadlines, analyze problems, and handle potentially difficult situations. 55a Program This position is also open to qualified persons with a disability who are eligible for the 55‑a Program.
