Industrial Waste Inspector I / II Position: Industrial Waste Inspector I, II – WASTEWATER MANAGEMENT DEPARTMENT, INDUSTRIAL WASTE SECTION, INSPECTION AND MONITORING . Locations: A.K. Warren Water Resource Facility (Carson), Los Coyotes (Cerritos), San Jose Creek (Whittier). Candidates must indicate preferred location(s). Essential Functions Inspect and investigate commercial/industrial facilities to determine compliance with industrial wastewater discharge rules and regulations. Duties include determining the nature of business, wastewater generating processes, magnitude, type and strength of wastes; evaluating adequacy of pretreatment equipment; discussing problems and seeking corrections; issuing citations; responding to emergencies and investigating plant upsets and sewer problems; determining sources of offending wastes; conducting wastewater sampling and chemical tests; recommending solutions; assisting with permit application procedures; preparing documentation for court hearings; preparing reports, letters and memoranda; and performing related duties as required. Job Summary Under the general supervision of a Supervising Industrial Waste Inspector, the incumbent inspects industrial firms and independently conducts the full range of inspections, issues citations, and performs technical analysis. The Industrial Waste Inspector I is the training level; the II is the journeyman level with greater technical knowledge and larger scope. Requirements Must possess a valid California Class C driver license. Industrial Waste Inspector I – Two (2) years experience performing the duties of a laboratory technician or sub‑professional engineering class, or equivalent; Completion of 12 semester units in biology, chemistry or closely related field. Industrial Waste Inspector II – One (1) year experience as an Industrial Waste Inspector I; or two (2) years experience conducting industrial wastewater treatment inspection to detect offensive industrial waste and recommending solutions; and Completion of 12 semester units in biology, chemistry or closely related field; or two (2) years additional qualifying experience. Desirable Qualifications Bachelor's degree in biology, chemistry, environmental science, water technology, or related field. Completion of an Environmental Compliance Inspection certification. Knowledge, Skills, and Abilities Knowledge of properties and effects on the environment of chemicals discharged by industrial plants; general principles of treatment plant operations including biological reactions. For Industrial Waste Inspector II: knowledge of industrial processes and where waste streams are generated; standard methods for testing of industrial pollutants, sampling techniques and control instrumentation; flow measuring techniques; chain of custody procedures for court samples; solvent and toxic organic management; rain diversion and treatment processes; district wastewater regulations; CGMS and spill containment guidelines; waste minimization methods; effects on sewerage and groundwater caused by untreated industrial waste. Ability to use inspection techniques, maintain effective work relationships, maintain records and write reports, identify safety hazards, prepare and maintain documentation, prepare correspondence and technical reports; and for II, read and interpret mechanical construction drawings and pipeline schematics, collect and preserve evidence for legal proceedings, and perform all aspects of the position with full proficiency.
