Position Summary The Operator Qualification Evaluator provides personnel with an objective and consistent process of verifying the knowledge, skills and abilities of covered tasks as it relates to Operator Qualification (OQ) plans. The Evaluator delivers and administers a comprehensive operator qualification program that ensures workforce competency, regulatory compliance, and operational excellence. Responsibilities include evaluating training effectiveness, conducting training needs analyses, and partnering with Operations, Management, and the Training team to design, schedule, and execute qualification activities with minimal operational impact. The Evaluator independently administers and proctors operator evaluations, assesses employee performance, documents results, and recommends continuous improvements. Duties & Responsibilities Assess employee knowledge, skills, and abilities in accordance with established criteria, determining pass or fail outcomes for qualification evaluations. Maintain an objective and consistent process when proctoring digital OQ exams and administering OQ performance evaluations as required by the program. Coordinate with outside departments to conduct both initial OQs and subsequent requalification of company employees efficiently, minimizing personnel time away from primary duties. Maintain records and report evaluation results to internal stakeholders. Analyze metrics, recommending process improvements as appropriate, including sharing new ideas for tools, processes, and procedures. Maintain all equipment in the operator qualification lab, ensuring appropriate stock of evaluation materials. Supervisory Responsibilities Serve as an individual contributor without supervisory responsibilities. Support and contribute toward team goals and objectives. Required Skills & Abilities Evaluate personnel competency impartially through physical demonstrations, simulations, and on‑the‑job observations. Objectively analyze evaluation results, identifying patterns, risks, and systematic skill gaps. Communicate clearly, explaining outcomes and decisions confidently and professionally. Remain professional, calm, and confident under pressure, exercising sound judgment and maintaining confidentiality. Prioritize workflow and work independently with minimal supervision. Organize and manage time with great attention to detail. Advocate a strong safety culture, recognizing and resolving unsafe conditions. Be digitally literate and familiar with Microsoft Office products. Understand technical skills required for pipeline construction covered tasks. Understand abnormal operating conditions (AOCs) and assess personnel’s ability to recognize and react appropriately. Operate small hand and power tools. Understanding of people‑management techniques and adult learning principles is a plus. Familiarity with OQ systems and training record systems is preferred. Knowledge of Industrial Training Services (ITS Onboard) is preferred. Knowledge of DOT CFR Part 192 Subpart N and related regulations (OSHA, DOT, PHMSA, etc.) is preferred. Education & Work Experience High school diploma or equivalent required. At least one (1) year of experience working with natural gas pipelines and related utility facilities required. Must possess or obtain a class D driver’s license with a medical certificate within three (3) months of hire and maintain it. Three (3) years of experience with natural gas pipelines and related utility facilities preferred. Previous OQ evaluator or instructor experience preferred. Physical Requirements Work in laboratory, field, and operational environments, including gas facilities and active construction sites. Stand, walk, bend, kneel, climb, and work at varying elevations for extended periods. Lift and carry equipment up to 25 pounds. Observe work activities, read instruments, procedures, and electronic devices. Communicate clearly in field and classroom settings. Travel between work locations and operate a motor vehicle safely. Work outdoors in varied weather and environmental conditions. Maintain situational awareness in active operational areas while wearing required PPE. Work Context Travel for work up to 50%, including overnight stays as necessary for OQ objectives. This is a full‑time exempt salaried position.
