Job Details Location: Eagle, CO 81631. Position Type: Full Time. Salary Range: $65,852.00 - $94,848.00 per year. Job Category: Government. Position Summary Depending on the qualifications of the candidate, this position will be filled at either Planner II, or III/Senior Planner level. The position performs a wide range of current and long‑range professional planning duties to effectively manage the growth and development of the Town. Duties include but are not limited to the formulation, implementation, and modification of the Town of Eagle’s Land Use and Development Code and comprehensive land use plans, bringing current projects through the development review process, managing consultants, and working with all department staff to ensure process and procedures are in place. This position is also responsible for aiding other Town of Eagle departments with a variety of special projects. Planner III is differentiated from Planner I and II in the complexity of cases, code amendments, and policy work completed. Performs other job‑related duties as assigned. Essential Functions Responds to inquiries from the public, applicants, and other Town of Eagle departments regarding planning, zoning, land use regulations, and department procedures. Facilitates pre‑application conferences discussing and interpreting regulations, plans, and policies related to proposed projects. Processes, reviews, and analyzes land use applications for compliance with provisions of the Town's zoning code and applicable comprehensive and sub‑area plans and policies. Compiles and analyzes a variety of data on economic, social, and physical factors affecting land use, and prepares graphic and narrative reports on data. Presents staff reports and recommendations to the Planning Commission and Town Council. Formulates recommendations and prepares and presents technical staff reports and Power‑Point presentations for assigned land use cases to appointed boards and elected officials. Drafts and assists with the preparation of resolutions, ordinances and agreements related to land use applications. Researches, analyzes, drafts, and recommends amendments to the Town's zoning code and long‑range plans. Plans and facilitates public meetings and community outreach efforts. Assists Director/Town Planner with budget preparation, expense tracking and other fiscal duties. Works in partnership with town staff to advance Departmental goals and objectives, as well as the Town’s broader strategic goals. Coordinates activities with outside agencies, and the public as it relates to land use applications, or other special projects. Works with other staff and the Code Enforcement Officer to enforce violations of the Town of Eagle’s zoning and municipal codes. Communicates responsibly and courteously to all customers; provides effective, efficient service to internal and external customers. Maintains effective working relationships throughout the organization and the community. Expertly utilizes communication skills including diplomacy, conflict resolution and mediation. May exercise management of interns or team members of special projects as assigned. Assists with the management of consultants hired to support the Town with planning projects. Prepares grant applications and administers grants as necessary. Participates in Town of Eagle committees, updating colleagues on planning related issues and questions. Establishes and builds relationships with community partners. Normal days and hours of work are Monday through Friday, with a typical 8‑hour day, flexible between the hours of 7:30 a.m. to 5:30 p.m. Regular, predictable, and dependable on‑site workplace attendance is an essential function of the job, however flexibility in scheduling is supported. Once fully trained, may telecommute ½ or 1 day weekly depending upon meetings & projects. Attends Planning & Zoning Committee meetings (1st and 3rd Tuesday at 6 p.m.), and various committee meetings that typically occur during regular business hours. Hours may vary with workload. Pre‑Hire Requirements This position requires successful completion of a criminal and motor vehicle record background check. Education, Training and Certifications Valid driver’s license and acceptable motor vehicle record required Strong computer skills including graphics, GIS experience preferred Superior written and verbal communication and presentation skills Exceptional interpersonal skills, ability to interact with the public, council members, and commissions American Institute of Certified Planners (AICP) Certification preferred for Planner I, II, or III level preferred A combination of education and experience will be considered Planner II requirements A minimum of a bachelor’s degree in Urban/Regional Planning, Urban Design, Architecture, or related field and two - four years of experience in Municipal, County, or Regional Planning. Master’s degree preferred. Planner III requirements A minimum of a bachelor’s degree in Urban/Regional Planning, Urban Design, Architecture, or related field and four - six years of experience in Municipal, County, or Regional Planning. Master’s degree preferred. Knowledge, Skill, and Ability Requirements Knowledge of Microsoft Office Suite, internet, office management and record keeping skills required Knowledge of financial practices of municipal accounting and budgeting Knowledge of Adobe Creative Suite and GIS or similar graphics and analytics program is strongly preferred Excellent written and verbal communication skills including the ability to interact with all levels of personnel, including the Town Council, town employees, applicants, and the public in a positive and cooperative manner Knowledge of comprehensive and practical planning and development concepts Knowledge of pertinent federal, state, and local laws, codes, and regulations Knowledge and ability to provide quality customer service; willingness to actively look for ways to help people Ability to think critically; using logic and reasoning to evaluate and resolve complex planning issues Skilled at identifying alternative solutions, and providing conclusions or approaches to problems Time Management; managing one's own time and the time of others Ability to model Town of Eagle staff values of integrity, respect, commitment, responsibility, collaboration, and leadership Supports and champions building and sustaining a culture focused on continuous improvement Fosters innovative ideas and streamlines operations to provide meaningful value for customers and the community Physical Requirements Occasional driving for work required The employee is regularly required to use hands and arms to handle, feel, reach, type, enter data; and talk and hear The employee is frequently required to sit, stand, use computer monitor and keyboard, lift files, open filing cabinets and walk, bend, stoop, kneel, crouch, or balance Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, ability to adjust focus and computer monitor Frequently required to carry from 10lbs. up to 25lbs. such as, but not limited to, plans, paper boxes, etc. Ability to sit in front of a computer monitor and use keyboarding skills for significant periods of time is required. #J-18808-Ljbffr
