Salary $128,078 to $166,502 per year Appointment type Permanent Work schedule Full-time Duties SummaryAbout the Position: This position is with the U.S. Army Engineer Research and Development Center (ERDC), Executive Office, Vicksburg, MS.ResponsibilitiesLeads the development of acquisition strategies as well as the modifications to, and development of, existing and new acquisition instruments.Leads the modifications to, or development of, policies, processes and procedures that efficiently and effectively implement the strategies for each acquisition instrument used.Ensures that all applicable laws, regulations, and policies are adhered to in the formulation of acquisition strategies and implementation plans.Continuously improves the ERDC?s acquisitions program, maintains and develops internal controls that minimize risk of fiscal or acquisitions law (or regulation) violations, and maximize efficiencies.Coordinates and partners with appropriate entities internal and external to the ERDC to maximize the effectiveness of the ERDC?s acquisitions program.Leads the technical and managerial developments for acquisitions that meet the goals and objectives of the ERDC?s senior leadership to include policy formulation and interpretation, planning, setting of direction, and resource management.Serves as the ERDC?s expert and senior technical acquisitions advisor to the ERDC Director and Deputy Director.Uses extensive knowledge of the ERDC?s mission, acquisition authorities, funding authorities and regulations, and the objectives of research projects to assess the impacts of any proposed changes to the ERDC?s acquisitions strategies or instruments.Monitors the annual acquisitions execution requirements of the ERDC research and development portfolio and determines prioritization and solutions to ensure that the portfolio is successfully executed.Advising the ERDC Director and Deputy Director on resource requirements related to workforce staffing, equipment, products or facilities necessary for efficient and effective execution of the ERDC acquisitions program.Controlling, analyzing, researching, and formulating official responses to acquisitions-related requests.Maintaining a strong and effective working relationship with ERDC enterprise acquisitions experts (e.g. Contracting Chief and Contracting Officers, Lab Acquisition Advocates, Office of Counsel representatives, etc.)Maintains relationships with USACE Headquarters leaders as needed who have authorities over acquisitions.Advising on the full range of acquisitions required by the ERDC for activities in basic research through prototype demonstrations of technology.Coordinates with across all stakeholders including accounting, legal, and other specialists as necessary to ensure information about annual acquisitions is effectively transferred and that all stakeholders have situational awareness.Drives the development of short- and long-range planning to achieve acquisitions objectives. Explores, develops, and recommends new or innovative acquisitions instruments that improve accomplishment of ERDC mission requirements.Forms and leads an ERDC cross-laboratory Acquisitions Governance Board (AGB), for the purpose of implementing and continuously evolving the ERDC 5X Acquisition Strategy. Engages the AGB quarterly for leading this implementation process.Participates in meetings and conferences at USACE, Army or other government agencies as the ERDC?s representative and expert for its acquisitions program.The Acquisition Manager directs staff and other assigned resources in developing and executing ERDC acquisitions objectives, policies, processes, and procedures.Performs Supervisory duties for less than 25% of the time.Travel Required25% or less - You may be expected to travel for this position. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DJ-04 (GS-14) or above. To qualify for DJ-05 level, applicants must possess specialized experience equivalent to the DJ-04 or GS-14 grade level. In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion.
