Job Title Air Force Language & Culture Business Development Consultant, TU Language Location Remote TU Support - Joint Base Lewis-McChord, WA 98433 US (Primary) Job Description Air Force Language & Culture Business Development Consultant, TU Language Summary The Unconventional, LLC (TU) is a wholly owned subsidiary of Yorktown Systems Group, Inc. TU specializes in language, regional expertise, and culture (“LREC”) solutions supporting the U.S. Department of Defense, other federal agencies, and approved partner-nation requirements. The Unconventional, LLC (TU) is seeking a senior Air Force Language and Culture Business Development Consultant to provide part-time, on-call consulting, advisory, and technical support in the identification, pursuit, development, and delivery of LREC solutions for the Department of the Air Force, broader Department of Defense, other federal agencies, and approved partner-nation opportunities. The Consultant will work closely with TU leadership, Growth personnel, program teams, and subject-matter experts to identify and shape prospective opportunities, strengthen customer and partner relationships, support capture and proposal activities, and provide informed recommendations regarding Air Force and broader federal language and culture requirements. The position requires extensive knowledge of Air Force organizations, missions, requirements, and decision-making environments, as well as the ability to engage credibly with senior military, civilian, acquisition, operational, academic, and industry stakeholders. Scope of Services. Specific duties may include, but are not limited to: Business Development and Capture Support Identify, assess, qualify, and help shape prospective Department of the Air Force, Department of Defense, and federal language and culture opportunities. Advise TU leadership on Air Force mission priorities, emerging requirements, organizational structures, acquisition environments, and customer needs relevant to LREC capabilities. Provide subject-matter expertise during customer meetings, industry events, capability briefings, demonstrations, requests for information, sources-sought responses, and acquisition-planning activities. Review solicitations, performance work statements, statements of objectives, evaluation criteria, draft requirements, and related acquisition materials to identify requirements, risks, discriminators, competitive considerations, and potential solution approaches. Support opportunity qualification, competitive assessments, teaming discussions, capture planning, solution development, proposal activities, and customer-engagement strategies. Assist in developing account plans, customer-engagement plans, win strategies, and other growth initiatives aligned with TU and YSG strategic priorities. Provide insight regarding customer funding, acquisition approaches, organizational priorities, procurement timelines, barriers to entry, and potential positioning strategies. Support the development of compliant, technically credible, and customer-focused proposal content, briefing materials, white papers, capability statements, and other business-development products. 2. Customer and Partner Engagement Participate, as requested and authorized by TU, in meetings with Government customers, prime contractors, subcontractors, technology partners, academic institutions, and other stakeholders. Develop and facilitate professional relationships within relevant Department of the Air Force, Department of Defense, federal, academic, and industry communities. Support customer discovery activities to better understand mission needs, capability gaps, operational requirements, training priorities, and acquisition objectives. Provide technical advice and subject-matter expertise consistent with TU-approved objectives, positions, strategies, and messaging. Represent TU professionally during approved customer, partner, and industry engagements. Facilitate introductions and engagements with appropriate stakeholders when consistent with applicable ethics, procurement-integrity, and post-Government employment requirements. 3. LREC Solution Development and Technical Support Provide subject-matter expertise related to foreign language education, sustainment, assessment, regional expertise, culture, curriculum, instructor workforce requirements, and related training solutions. Assist in translating customer mission requirements into practical LREC solution approaches, staffing concepts, delivery models, and technical responses. Review proposed instructional, programmatic, staffing, technology, and delivery approaches for mission relevance, feasibility, and alignment with customer requirements. Support development of solutions involving resident, distributed, synchronous, asynchronous, blended, mobile training team, immersion, and other instructional delivery models, as applicable. Provide input regarding instructor qualifications, staffing strategies, curriculum requirements, training objectives, performance measures, and quality-assurance considerations. Support assessment of technology-enabled training solutions and their integration into broader LREC programs, where applicable. 4. Strategic Advisory Support Assist TU and YSG leadership in evaluating market conditions, customer priorities, competitive environments, and potential growth areas within the Air Force and broader federal LREC market. Provide recommendations regarding positioning, partnerships, teaming arrangements, capability investments, and pursuit priorities. Advise leadership on risks, opportunities, and strategic considerations associated with prospective customers and acquisitions. Help identify adjacent mission areas where TU capabilities may address emerging or underserved customer requirements. Provide objective, risk-informed recommendations to support business and investment decisions. 5. Work Assignments and Availability Services shall be performed on a part-time, on-call basis pursuant to assignments issued or approved by an authorized TU representative. Assignments may specify the scope, priority, schedule, deliverables, period of performance, location, travel requirements, and authorized level of effort. The Consultant shall not exceed authorized hours or level of effort without prior approval. Unless otherwise stated in an employment agreement or individual assignment, TU does not guarantee a minimum number of hours, assignments, or compensation during any period. Work may be performed remotely, at TU/YSG locations, at customer or partner locations, or through travel-supported engagement, as authorized. Market and customer analyses Opportunity assessments and recommendations Capture and pursuit materials Proposal content White papers and technical responses Capability briefings and presentation materials Competitive assessments Teaming and partner assessments Curriculum or instructional products Staffing assessments Candidate or personnel reviews Technical reviews Program documentation Meeting preparation and support After-action summaries Other requested work products All deliverables shall be timely, accurate, professionally prepared, responsive to the assigned requirement, and submitted in the format requested by TU. Work products may be subject to TU review, revision, and approval before external release or use. Compliance and Protection of Information The Consultant shall comply with applicable TU and YSG policies, customer requirements, security procedures, ethics rules, nondisclosure obligations, export-control restrictions, procurement-integrity requirements, post-Government employment restrictions, and federal contracting requirements. The Consultant shall safeguard all proprietary, procurement-sensitive, source-selection-sensitive, personally identifiable, controlled unclassified, and other nonpublic information obtained through the employment relationship. The Consultant shall promptly disclose any actual or potential conflict of interest, unauthorized disclosure, ethics concern, organizational conflict, or other circumstance that could adversely affect TU, YSG, or their customers. Scope and Authority Limitations The Consultant’s role is advisory and supportive unless operational, supervisory, contractual, or managerial authority is separately granted in writing. Nothing in this scope authorizes the Consultant to: Enter into agreements or incur obligations on behalf of TU; Direct TU employees, subcontractors, or consultants unless specifically authorized; Make binding commitments or representations to Government, industry, academic, or partner personnel; Represent that a Government requirement, acquisition, award, or funding decision is assured; Access classified, controlled, proprietary, or restricted systems or information without proper authorization; or Perform work beyond the approved assignment, period of performance, or authorized level of effort. TU may adjust the nature, timing, location, priorities, and level of effort of the services based on customer requirements, contract needs, business priorities, funding availability, and the Consultant’s availability. Job Requirements Required Qualifications Minimum of 20 years of relevant experience supporting the U.S. Air Force or Department of the Air Force through military service, federal civilian service, or a combination of comparable experience. Senior-level military or civilian leadership experience with demonstrated understanding of Air Force organizations, missions, operations, training requirements, and decision-making processes. Demonstrated experience with foreign language, regional expertise, culture, education, training, international affairs, security cooperation, professional military education, or another closely related mission area. Experience in business development, strategic planning, capture management, acquisition, program management, consulting, or a closely related field. Working knowledge of the federal business-development lifecycle, including opportunity identification and qualification, customer engagement, capture planning, competitive assessment, teaming, and proposal development. Understanding of Department of Defense and Air Force acquisition and contracting processes. Ability to review Government requirements and translate them into actionable business-development, capture, and solution-development recommendations. Demonstrated ability to establish and maintain productive professional relationships with senior military, civilian, acquisition, academic, industry, and partner stakeholders. Experience working with executives and supporting initiatives involving multiple organizations and stakeholders. Strong interpersonal, written, verbal communication, analytical, and presentation skills. Ability to perform services with professionalism, discretion, sound judgment, and adherence to applicable ethics and procurement-integrity requirements. Ability to work independently while coordinating effectively with TU/YSG leadership, Growth personnel, program teams, and other stakeholders.
