The NM State Land Office has a Non-Emergency Telework Policy, which allows eligible employees to telework up to twenty-four (24) hours a week consistent with the agency's business needs.


As a valued State Land Office employee, you will receive a hiring bonus of forty (40) hours of leave at your start date to be used at any time. This is in addition to standard leave accrual for employees.


Why does the job exist?

The core mission of the New Mexico State Land Office (NMSLO) is to responsibly generate revenue through a wide array of leasing activities on state trust lands on behalf of public schools, universities and hospitals. The purpose of this position is to assist the compliance function of the Royalty Management Division. The position is responsible for assigning and managing Production Unit Numbers (PUNs) to wells that produce Trust products for royalty reporting purposes, which ensures the consistent and efficient distribution of royalty revenue to the public schools, universities and hospitals throughout the state. This position may also perform procedures to resolve royalty reporting issues with remitters that result in outstanding notices and in addressing outstanding accounts. This position requires substantial contact with Oil and Gas return filers in order to provide assistance in these areas. This position will ensure compliance with NM Statutes and regulations, Agency rules and policies, and court decisions. This position also provides quality customer service to all Trust Stakeholders.


How does it get done?

This position will research and validate PUN events generated and processed weekly by the PUN evaluation program, PUN maintenance with PUN/Lease issues, and mailing of PUN notifications. This position will assist in reducing company suspense balances which includes resolving suspended lines and collaborating with remitters to prevent royalty detail lines from being suspended. This role will focus on the ongoing assessment of PUN and suspense procedures to implement process improvements and decrease suspense balances. This position may perform procedures to age outstanding billings, including performing technical research of internal data sources, work with remitters to resolve validated outstanding notices and may conduct or assist in special investigations or audits of individual accounts.


Who are the customers?

Internal: Oil, Gas, and Minerals Division; Administrative Services; Commercial Division; Legal Division; Surface Resources Division; and executive State Land Office management officials (Office of the Commissioner).

External: New Mexico public schools, universities and hospitals; individuals; general public; lessees (agricultural, oil and gas companies, commercial, rights-of-ways); natural resource authorization users; program enrollees; hunters; other government entities (state, federal, city, county, tribal).


Ideal Candidate

The ideal candidate will have:

-Five years experience working with the Oil and Gas Industry,
-Five years of experience in accounting, auditing, finance, tax processing, including working with word processing and spreadsheet software; and
-Five years of experience performing, researching, or investigating compliance with statutes and regulations and agency rules and policies, and court decisions.


Minimum Qualification

Four (4) years of experience in Accounting, Auditing, Taxation, Collections, Finance, and/or Budgeting. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required experience.


Employment Requirements

Must possess and maintain a valid New Mexico Driver's License.


Working Conditions

Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer to include working with computers, faxes, copiers and printers, and phone usage with extended periods of sitting, standing, bending, squatting, climbing, reaching, kneeling and crawling. Ability to lift up to 25 lbs. Some travel may be required.
