The division generates, distributes and applies precise time for the aerospace/defense, communications, IT infrastructure, and metrology industries. Microchip's customers, from communications service providers and network equipment manufacturers to governments and their suppliers worldwide, are able to build more reliable networks and systems by using the company's advanced timing technologies, atomic clocks, services, and solutions. Our Government Systems group in Boulder, CO is seeking a Program Controls & Contracts Manager to be responsible for managing the business and contractual operations of government-funded programs. This role works closely with Program Managers, Contracts, Finance, and Business Development teams to ensure alignment between contract obligations, financial performance, and program execution.The Program Controls & Contracts Manager oversees program contract administration support, financial management, and proposal pricing activities. This position ensures that programs operate within contractual requirements, financial constraints, and organizational policies while supporting successful proposal development and future business opportunities.Key ResponsibilitiesContract Management SupportDirectly support program management and facilitate customer interactions for proposal and contract terms reviews including FAR/DFAR clauses, Representations and Certifications, quality clauses, engineering and programmatic requirements, financial reporting and other site unique elements as identified. Basic working knowledge of the meaning for common FAR/DFAR that affect contract performance and how to research FAR/DFAR clauses. Coordinate with corporate organizations (business management, legal, finance, customer support, purchasing, etc.) to support contract review, risk assessment, negotiations, and acceptance, balancing external and internal timelines and deliverables based on customer and internal stakeholder engagement and interactions.Management of contractual records keeping, including customer correspondence, review documentation, active and historic contracts and contract modifications.Assist program management in tracking and fulfilment of contractual requirements, data deliverables, financial updates, funding limitations, invoicing, and manage contract closeout procedures, and track payments.Program Controls ManagementMonitor program budgets, expenditures, and funding allocations across government contracts.Track financial performance against contract value and funding, program plan, and financial forecasts.Develop and maintain financial forecasts including burn rates, estimates at completion (EAC), and cost projections.Coordinate with finance and accounting teams to ensure accurate billing, cost tracking, and financial reporting.Proposal and Pricing SupportSupport proposal development and price modeling activities including cost modeling, pricing strategies, and financial analysis for government solicitations.Develop detailed cost estimates including labor, materials, subcontractor costs, and overhead allocations and associated Basis of Estimate documentation.Ensure proposal budgets align with government contracting requirements and internal financial policies.Coordinate with technical teams and business development during proposal preparation.Program Coordination and Risk ManagementMaintain visibility across program financial status, contractual commitments, and proposal assumptions.Identify and communicate risks related to funding, cost performance, and contractual obligations.Support program reviews and reporting to senior leadership.Assist Program Managers in maintaining alignment between program execution and contractual commitments.Requirements/Qualifications:Required QualificationsActive U.S. Government Security Clearance (Top Secret/SCI).Bachelor’s degree in Business Administration, Finance, Accounting, Economics, Engineering, or a related field.8 or more years of experience working with U.S. Government contracts or federally funded programs.Strong understanding of government contracting processes, contract structures, and funding mechanisms.Experience with program financial management, budgeting, and forecasting.Strong analytical, organizational, and problem-solving skills.Ability to coordinate across multiple teams including program management, finance, contracts, and technical staff.Strong skills in the Microsoft Office suite of applications (Word, Excel, PowerPoint, Outlook).US Citizenship.Excellent written and verbal communication skills.Preferred QualificationsExperience supporting defense, aerospace, or federal research programs.Familiarity with government cost principles and contracting regulations.Experience with program financial tools, enterprise resource planning (ERP) systems, or financial reporting platforms.Experience supporting proposal pricing or cost estimation.Experience supporting multi-year or multi-phase government programs.Master’s degree in Business Administration (MBA), Finance, or a related field.Professional certifications such as PMP, Certified Government Financial Manager (CGFM), or related program/financial management certifications.Key CompetenciesGovernment contracting knowledgeFinancial analysis and forecastingProposal pricing and cost estimationContract compliance and risk managementCross-functional coordinationStrategic and systems thinkingBenefitsWellness & Medical Benefits effective on your First Day of EmploymentGold Standard in Medical, Prescription Drug, Dental & Vision BenefitsQuarterly Employee Cash Bonus PlanRestricted Stock GrantEmployee Stock Purchase PlanTuition Reimbursement401K Retirement Savings PlanSpending AccountsLife InsuranceLong Term CareLegalEmployee Assistance PlanPaid Time OffVacation PayAbsence Time - "Sick Pay"10 Paid HolidaysU.S. Export Controls Requirements: This job requires access to technology, materials, software or hardware that is controlled by the export laws of the United States.
