Talent Acquisition Manager

The Arc of Central Alabama

Description The Talent Acquisition Manager leads and owns the recruitment function for The Arc of Central Alabama, building and executing the sourcing, hiring, and retention-focused strategy needed to staff direct-care, clinical, and administrative roles across all agency programs. This role manages full-cycle recruitment for hard-to-fill and leadership positions while setting strategy, standards, and metrics for the broader talent acquisition team. The Talent Acquisition Manager designs pipelines tailored to the unique staffing challenges of IDD and assisted-living services-including high-volume Direct Support Professional hiring-and partners with program and executive leadership to forecast workforce needs. Grounded in the agency's mission, this position ensures a positive, compliant candidate experience and continuously improves time-to-fill, quality-of-hire, and retention outcomes. Essential Duties and Responsibilities Develop and lead the agency's overall talent acquisition strategy, standards, and annual recruitment plan Manage, coach, and develop talent acquisition staff, setting goals and monitoring performance against recruitment metrics Own full-cycle recruitment for hard-to-fill, clinical, and leadership requisitions from intake through offer Build and manage sourcing pipelines for high-volume roles such as Direct Support Professionals and Service Coordinators Partner with program directors and executive leadership to forecast staffing needs and prioritize hiring Establish and report on recruitment metrics such as time-to-fill, source-of-hire, offer acceptance, and 90-day retention Manage relationships with job boards, staffing vendors, community partners, and university and workforce-development programs Oversee and continuously improve the applicant tracking system, candidate experience, and hiring-manager training Ensure recruitment practices comply with EEO, agency policy, and ADMH Community Waiver Program staffing requirements Represent the agency at job fairs, community events, and workforce partnerships, and build the employer brand Coordinate background check and pre-employment screening processes for selected candidates Analyze turnover and vacancy data with People Operations leadership to target retention-focused sourcing strategies Preferred IDD-Focused Responsibilities Recruit and hire candidates who demonstrate genuine commitment to person-centered values and respect for individuals with IDD Build and sustain pipelines that ensure adequate staffing to support consistent, quality care and community inclusion for individuals served Screen for candidate alignment with the agency's approach to dignity, choice, and positive behavior support Partner with program leadership to prioritize hiring that reduces vacancy-driven strain on person-centered service delivery Communicate accurately about ADMH pre-service training and compliance expectations to set candidates up for success and retention Champion an inclusive, mission-driven candidate experience that reflects the agency's values to the community and future workforce Requirements Minimum Qualifications Bachelor's degree in Human Resources, Business Administration, or related field, or equivalent experience 5+ years of full-cycle recruitment or talent acquisition experience, including high-volume hiring Demonstrated experience leading recruitment strategy and/or managing recruiters or recruitment processes Proficiency with applicant tracking systems, sourcing tools, and recruitment analytics Strong interviewing, candidate assessment, and hiring-manager partnership skills Working knowledge of EEO and employment law as it applies to hiring Must pass a statewide/criminal background check confirming no convictions for crimes of violence, abuse, neglect, exploitation, or any felony offense Must pass a pre-employment drug screen Preferred Qualifications Recruitment experience in the non-profit sector Experience recruiting for assisted living, IDD, healthcare, or human services organizations Familiarity with ADMH Community Waiver Program staffing requirements AIRS (CIR/CDR) or similar recruiting certification, or PHR/SHRM-CP Experience building community, university, and workforce-development recruiting partnerships Familiarity with UKG Ready or comparable recruiting/ATS modules Knowledge, Skills & Abilities (KSAs) Strategic sourcing and workforce-planning ability across high-volume and specialized roles Leadership and coaching skills to develop and hold a recruitment team accountable Excellent interviewing and candidate assessment ability Data-driven approach to tracking and improving recruitment and retention metrics Strong relationship-building with hiring managers, executives, candidates, and community partners Persuasive, mission-driven communication and employer-branding skills Adaptability to shifting staffing priorities across programs Knowledge of compliant hiring practices in a regulated care environment Physical & Essential Functions Primarily sedentary office work with regular computer and phone use Travel to job fairs, community events, and program sites Ability to stand for extended periods while representing the agency at recruiting events Ability to conduct back-to-back interviews and lead hiring meetings for extended periods Work Environment Primary office setting with periodic travel to recruiting events and program sites Occasional evening or weekend hours for job fairs and community outreach Fast-paced environment managing multiple concurrent searches and a recruitment team Summary Why Join The Arc of Central Alabama?
